The Office of the Auditor-Controller/Treasurer/Tax Collector (ATC) is seeking an

Enterprise Programmer Analyst

to perform complex and advanced business systems analysis, database and application architecture, and programming. This position assumes a leadership role in architecting and developing enterprise application frameworks and solutions for departments and serves as an integral part of the change management process. Essential Job Functions for Enterprise Programmer Analysts include: Software Development Lifecycle:

Analyzes, designs, develops, tests, debugs, installs, and deploys new or existing business applications and interfaces in alignment with user stories, requirements, and program specifications. Participates in capturing and refining requirements, creating technical/functional design specifications, and preparing user documentation, release notes, and manuals through collaboration with team members and stakeholders. Application Development & Support:

Develops and supports software applications across the front-end (user interfaces, mobility, business intelligence, and enterprise content management), middle-tier (web services integration, business process management, APIs, and application security), and back-end (data integration, modeling, replication, AI/ML, and database management). Provides application support in development, quality assurance, training, and production environments by troubleshooting and resolving system and performance issues. Automation, Tools & Testing:

Develops and supports tools and automated processes for release management, configuration management, source control, and operational support. Performs unit, functional, integration, automated, and performance testing of new or modified applications to ensure stability, quality, and compliance with established standards. Research & Continuous Improvement:

Experience:

Four (4) years of full-time equivalent experience in a software development environment, performing business systems analysis, architecting, and project planning for the purpose of developing business applications. Qualifying experience must include use of three or more of the following languages, frameworks, and tools: .Net/.Net Core; ASP/ASP.Net; HTML5; C#; JavaScript/JQuery/Angular/React; Azure; Power Platform; SQL Server; Oracle PL/SQL; Structured Query Reporter (SQR); PeopleCode; Python; Team Foundation Server (TFS); DevOps; GitHub. Typical qualifying experience may include performing duties equivalent to the San Bernardino County Programmer Analyst III classification and above. Leadership:

Must include a minimum of two (2) years working as a project leader for large-scale application development projects. Experience must also include the use of a systems development methodology (Agile/Waterfall). Education:

Sixty (60) semester (90 quarter) units of completed college-level courses in programming, computer science, software engineering, or a related field. Substitution: One (1) additional year of qualifying work experience may substitute for the education requirement. A bachelors degree in programming, computer science, software engineering, information systems, or a closely related field is preferred.
