Overview The

Assessor-Recorder-County Clerk (ARC)

is recruiting for a

Programmer Analyst II

to design and develop and implement advanced software systems using the latest technology available.

The

Programmer Analyst II

will be responsible for designing and architecting software programs using the latest programming languages, performing source code management using Integrated Development Environment (IDE), solving programming issues related to software interfaces and advanced design requirements, and analyzing user-described problems to create technical definitions for system design. Additionally, the Programmer Analyst II consults with users and other IT staff to resolve conflicts between system capabilities and requirements.

Programmer Analyst IIs

assume intermediate project responsibility for all the phases of the Software Development Life Cycle (SDLC): business requirements gathering, analysis, design, and development.

The resulting eligible list will be used to fill current and future vacancies within the ARC office only.

Conditions of Employment Pre-Employment Process:

Prior to appointment, candidates must undergo a background check, which includes fingerprinting and a medical exam.

Availability:

Incumbents may occasionally work evening and weekend hours. Some overtime, on-call, or call back work may be required.

Qualifications REQUIRED EXPERIENCE:

Must possess three (3) years of work experience in a production environment (within the past five (5) years), performing analysis and programming for the purpose of developing business applications.

Experience in:

.Net/.Net Core

C#/ASP.net

SQL Server

Full-stack web development (React.JS, HTML5, CSS, JavaScript ES6)

PIMS (Property Information Management Systems)

Assessment or Recorder-related software

REQUIRED EDUCATION:

Must possess thirty (30) semester (45 quarter) units of completed coursework in programming, computer science, or software engineering. (A list of coursework is required unless you have a bachelors degree in a qualifying field.)

SUBSTITUTION:

One (1) additional year of qualifying experience may substitute for the education requirement.

SUBSTITUTION:

A bachelors degree in programming, computer science, or software engineering may substitute for one (1) year of the non-lead experience required.

EDUCATION:

Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.

The ideal candidate will possess the following:

Strong understanding of all aspects of enterprise software development; Windows, Web, database, and reporting skills.

Experience with .Net Web technologies, C#, HTML5, CSS3, XML, AJAX, REST, and JSON.

Bachelor's or Advanced degree in Computer Science, Information Technology, or Software Engineering.

Strong time management and multi-tasking skills.

Ability to handle changes in business requirements and set priorities across multiple projects.

Good communication skills, ability to manage project tasks independently and communicate with clients.

Ability to formulate and optimize/troubleshoot advanced SQL Queries.

Experience with SharePoint
