Overview
The Bernalillo County Metropolitan Court is recruiting for a full-time, permanent Court Financial Operations Manager #00000865-24400 in the Finance Division in Albuquerque, NM. The position plans, organizes, directs and controls the activities of the Finance Division in accordance with applicable rules, policies and regulations, including the Model of Accounting Practices. Responsibilities
Plan, organize, direct and control the activities of the Finance Division of the Metropolitan Court. Supervise a fiscal services division with two or more financial staff. Direct the preparation, submission and justification of appropriation requests, operating budgets and budget adjustment requests. Ensure compliance with approved budgets, policies, procedures, rules, regulations and laws; oversee grant administration and reporting. Oversee procurement processes (RFPs, Invitations to Bid) and ensure compliance with state procurement code. Direct capital planning and reporting (ICIP/CPMS) and manage capital project funding processes. Oversee bond and treasury-related activities, including cash receipts, unclaimed property, and bond reconciliations. Coordinate annual audit processes and preparation of financial statements and related reports. Develop and implement prudent fiscal policies and procedures for the court; may serve as Chief Financial Officer or Chief Procurement Officer as needed. Interact with state agencies, the Administrative Office of the Courts, Legislature and other stakeholders on budget and financial matters. Supervise fixed assets management, depreciation, and inventory controls. Support and advise judges and senior court administration on budgetary impacts of proposed legislation and fiscal policies. Other duties as assigned. Qualifications
Education: Bachelor’s Degree in Public Administration, Business, Finance, Accounting or related field. Education Substitution: Four years of related experience. Experience: Seven years in budget, finance, procurement, auditing, or accounting, with two years of supervisory experience. Experience Substitution: Master’s degree (thirty semester hours) or CGFM/CPA/CPFO certifications may substitute for one year of experience; supervisory experience cannot be substituted. Supervisory Substitution: Leadworker duties may count toward supervisory experience; additional related experience may substitute with NMJB Supervisory Mentorship Training. Work Environment and Physical Demands
Work is performed in an office or court setting. A valid driver’s license and travel may be required. The schedule may include nights, weekends, holidays, and overtime. Interactions with co-workers, clients, the public, judges and justices are required. Benefits
