Overview

Perform critical reviews of externally prepared commercial appraisals to ensure that the value conclusions are credible and that the reports are in compliance with all necessary requirements. Responsible for managing the review process. Contract with vendors; manage vendors to on-time delivery and quality product; and maintain the timely status of each assignment on a common job tracking system. Participate in the review of portfolios. On occasion may lead an ad hoc team for valuation due diligence or a special project; prepare market studies; provide market intelligence to the lenders on a specific deal; prepare internal appraisals; perform sensitivity analyses for property cash flow projections; and evaluate the feasibility of a complex investment. Resolve any issues that are not compliant with Citibank policies or conclusions that are not reasonable. Advise risk managers in addressing complex real estate issues. Objectively provide risk managers with a balanced view of the risk associated with a given property. Review externally prepared commercial appraisals for credibility and compliance with requirements. Manage the appraisal review process and vendor relationships to ensure on-time delivery and quality. Maintain assignment status on a common job tracking system. Participate in portfolio reviews and lead ad hoc teams for valuation due diligence or special projects when needed. Prepare market studies and provide market intelligence to lenders on specific deals. Prepare internal appraisals and perform sensitivity analyses for property cash flow projections. Evaluate feasibility of complex investments and resolve non-compliant issues with Citibank policies or unreasonable conclusions. Advise risk managers and provide a balanced view of risks associated with properties. Work with a wide variety of property types across the US, from small properties to large portfolios. Qualifications

Minimum of 10+ years of appraisal experience with at least 3 years in a lending institution. Bachelor’s degree required; advanced degrees may be preferred. Must have completed and passed all Appraisal Institute classes necessary for the MAI designation, or equivalent education. Must be a state Certified General Appraiser. Broad expertise across commercial property types (office, retail, industrial, multifamily) and special purpose properties (self storage, hotels, assisted living, C-stores/gas stations, etc.) as well as affordable multifamily housing. Strong sense of the characteristics affecting value; highly productive and efficient as a reviewer; able to work autonomously for single properties up to $100MM+ in value. Subject Matter Expert for commercial appraisal; proficient in MS Office; outstanding proficiency in Argus and Rockport VAL DCF software and MS Excel. Solid understanding of USPAP; knowledge of FIRREA and related regulatory policies; familiarity with Freddie Mac, Fannie Mae, and SBA appraisal requirements is a plus. Excellent analytical, interpersonal, verbal and written communication skills; ability to work under pressure and multi-task; strong organizational and management skills; ability to build and sustain relationships with internal clients and vendors.
