Summary Cal IV-E Program provides professional education and monetary support to undergraduate and graduate social work students who intend to pursue or continue a career in public child welfare. This position supports the grant award to CSUSM’s MSW Department as the Grant Budget Analyst referred to in the grant as the Fiscal position. The position reports to the Project Director and the Principal Investigator. The position collaborates the invoicing and budget set up with multiple systems on campus including but not limited to: Office of Special Projects, CSUSM Corp, CSUSM Extended Learning and CSUSM State Side pre-award, financial accounting and the CEHHS Dean’s Office.

Qualifications

Education & Experience

B.A. or B.S required

A minimum of five (5) years of experience in an office or administrative environment completing general office work and budgets, requiring confidentiality, attention to detail, and independent work

Knowledge, Skills & Abilities

Advanced skills with Budgets, Excel, and Invoicing over 1 million dollars

Advanced knowledge and skills in Microsoft Suite including Teams and Share Point

Preferred experience of CSU Financial Systems

Thorough written and oral communication skills, including English grammar, spelling, and punctuation

Excellent written and verbal communication skills with colleagues

Demonstrated ability to interact effectively with co-workers and clients

Ability to display organization, meet deadlines, display detail orientation, possess good judgment and common sense

Ability to demonstrate a high level of cross-cultural sensitivity

Ability to work independently

Other Employment Requirements:

The person holding this position is considered a “mandated reporter” under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 Revised July 21, 2017 as a condition of employment.

Mandated Reporter Classification = Limited Reporter

This position is subject to a background check including, but not limited to, employment verification, education verification, reference checks and criminal record checks. Must participate in CSUSM Corporation, CSU, and university-wide trainings as required.

Responsibilities and Tasks

Manage monetary repayment/collections process for Students who are out of compliance.

Process purchases: reconcile expenses, submit reimbursed time forms and perform quarterly invoicing.

Perform pre- and post-award management and invoicing.

In consultation with Project Coordinator and MSW Administrative Support Coordinator, gather, analyze, and submit annual match actuals to OSP analyst using data obtained from Financial Data Warehouse and department records.

Assist with other fiscal duties as necessary on grants in the SW Department.

Maintain a shadow budget of expenses and monitor Data Warehouse for accuracy of expenses.

Review Invoices for accuracy.

Create item types and coordinate with financial aid/scholarship Department regarding stipend awards.

Supervision:

Will have the authority to make purchases and transfer expenses from the stateside MSW program to the grant but must consult with the Project Director before doing so.

Latitude and Judgment:

Will have the authority to make purchases and transfer expenses from the stateside MSW program to the grant but must consult with the Project Director before doing so.

Work Environment:

This position can be hybrid

The work environment will include normal office conditions and daily use of a computer Visual Display Terminal (VDT)
