Overview
Communications Specialist (Communications & Customer Experience [CCX] Dept.) (Non-Civil Service) at City of Dallas. The Communications Specialist creates and supports their assigned departments’ work to create, edit, and publish content through various websites, publications, programs, public information, graphic design, language access and A/V services offered by Communications, Outreach and Marketing. The Communications Specialist – CMO Liaison serves as the primary liaison between CCX and the City Manager’s Office, supporting creative messaging and content for the City Manager, including social media and written correspondence.
Essential Functions
Supports creation, development and implementation of district-specific communication and marketing plans to strategically manage the output of communication for their assigned departments.
Manages, maintains, and updates digital content for assigned departments on social media platforms (Facebook, Instagram, Twitter/X, LinkedIn, Nextdoor, YouTube); develops engaging, accurate, timely content.
Designs and creates print collateral aligned with City brand standards, Racial Equity Plan goals and ADA requirements (e.g., flyers, brochures, handouts, direct mail, signage, event invitations).
Measures and evaluates Communications, Outreach & Marketing content for various districts, programs, and services.
Edits, evaluates, and reviews communications and materials to ensure alignment with City brand standards, code of ethics, ADA requirements, best practices, and City/state policies and guidelines.
Collaborates with assigned departments’ staff to develop communications and content for events, programs, and services.
Researches, implements and recommends new communication tools and techniques approved by CCX, ITS Governance, City Attorney’s Office and other departments to advise Office of the Mayor and City Council staff.
Reviews and evaluates analytics and supports engagement through surveys and other tools.
Prepares presentations and speeches to support department communications to City employees, residents, and stakeholders.
Ensures equitable language access, requests interpreters with advance notice for public engagement, and serves as a trained custodian using equipment on loan (e.g., interpreter headsets, PA equipment).
Performs any and all other work as needed or assigned.
Communications Specialist – CMO Liaison
Collaborates with City Manager’s Office to develop and implement a strategic schedule for disseminating information through multiple channels, including citywide announcements and content for the City Manager as it relates to City business.
Creates, manages, maintains, and updates digital content for City Manager’s Office social media (Facebook, LinkedIn, Instagram, X/Twitter).
Supports the City Manager by attending events to capture timely digital and written content, with flexibility to work evenings and weekends as required.
Produces internal and external correspondence on behalf of the City Manager’s Office (e.g., memorandums, emails, weekly newsletters to City Council, video scripts for official videos).
Prepares written materials for the City Manager’s Office to communicate with City Council, City Management, and the public about programs and initiatives.
Reviews and edits content to ensure accuracy, grammar, punctuation, and spelling.
Performs all other work as needed or assigned.
Knowledge, Skills, And Abilities
Knowledge of city practices, procedures and functions.
Knowledge of basic principles, laws and regulations of personnel administration.
Knowledge of communications strategies, social media, graphic design and document printing.
Knowledge of Microsoft Office (Teams, Word, Excel, PowerPoint and OneDrive).
Knowledge of AP style and proper grammar, punctuation and spelling.
Ability to speak in public and make presentations to diverse groups.
Ability to facilitate media and other public information requests.
Ability to communicate effectively verbally and in writing.
Ability to establish and maintain effective working relationships with stakeholders at all levels.
Minimum Qualifications Education
Bachelor's Degree in Communications, Marketing, Public Relations, English or Social Science field.
Experience
Three (3) years of experience in communications or a related field with emphasis on social media communication & engagement, speech writing, and constituent or stakeholder correspondence.

$57,087.47 - $67,765.23
