Performance Management Lead
for one of our offices in
Sacramento, CA . Responsibilities Key PMO resource in charge of the Capital Baseline, including the technical supporting documents, systems, and data underlying the baseline. Coordinate integration of the baseline across functions and branches with the PMO Cost Control team. Support definition of how progress is measured against the Capital Baseline. Control changes to the Capital Baseline per Governance processes. Assess estimates, costs, risks, and schedule updates across the program for adherence to the Capital Baseline. Support development of annual budgets for specialist sections of the program, articulating and tabulating year-on-year movements and multi-year forecasts. Compare and analyze trends and risks against original cost estimates and budgets; identify opportunities to mitigate cost trends to align with estimates. Drive process, procedure, and systems improvements across the Risk Management Office and collaborate with the wider business to integrate requirements. Collaborate with the Reporting function to provide strategic direction for monthly and annual reporting, ensuring information is appropriately prioritized, accurate, timely, and aligned with stakeholder requirements. Operate as the big-picture expert on the Capital Baseline to ensure data consistency and robust reporting. regularly review baseline processes, structures, and data to recommend improvements. Qualifications MINIMUM REQUIREMENTS BA/BS + 8 years of relevant experience or demonstrated equivalency of experience and/or education PREFERRED QUALIFICATIONS Bachelor's degree in Construction Management, Engineering, Business Management, Project Management, or related technical field and 10 years of experience in related fields of transit and/or program controls. Expertise in principles and practices of project management, data management, and cost control; project cost planning and reporting techniques; construction project phases and disciplines. Ability to use analytical techniques to provide cost analysis and solutions; compile data and maintain accurate project records; meet deadlines; communicate effectively with others; follow company policies. Experience managing and motivating controls teams on major programs. Experience liaising with departmental and external stakeholders to elicit timely and consistent responses to program controls requirements. Experience leading and developing reporting, controls and baseline management methodology, procedures, and presentation. Proficient with Microsoft Office applications (Excel, Word, PowerPoint). Proficient with desktop publishing software, Visio, and professional graphics software. Proficient with Data Analytics tools such as PowerBI; working knowledge of Primavera P6. Strong communication skills with the ability to work with various personnel and handle difficult situations tactfully. Excellent time management and organizational skills with attention to detail; understanding of project controls functions, data structures, and baseline management. Project management, data analytics, technical writing, and presentation skills.
