Performance Management Analyst

Sacramento, CA . JOB SUMMARY: This position is within the Program Performance and Risk Management Branch. The role provides analytical support to the project controls group to ensure effective program delivery, on-time performance, and robust risk management. The analyst collaborates with the leads of Cost, Schedule, and Risk Units to monitor and report performance against baselines, maintaining project controls data such as budgets, cash flows, forecasts, schedules, and risk information, and providing timely, accurate reports with variance analysis. JOB RESPONSIBILITIES: Aggregate and analyze program cost data aligned with the Authority’s approved budget by WBS. Perform cost sensitivity analysis of critical path tasks to optimize build sequences. Conduct scenario analysis for various ridership revenue models. Develop business cases for operational and execution strategies using different valuation models. Extract, clean, and analyze large financial datasets from various applications, ensuring data consistency and correctness; prepare management presentations with visualizations. Create Excel automation templates for visual dashboards updated regularly with actual data. Implement AI tools like Microsoft Co-Pilot to enhance reporting efficiency. Analyze vendor AI survey results to identify variances and develop operational improvement tools. Monitor risk profiles of contracts, identifying triggers and drivers based on monthly data. Conduct qualitative and quantitative risk assessments for contracts and procurements. Support grant applications and program reporting for the Authority. Analyze trends and risks against original estimates and budgets, identifying opportunities for cost mitigation. Collaborate with stakeholders across the Project Controls Office, including Change Management, Performance Management, Scheduling, and Cost Estimation teams, providing analytical support in various cross-functional activities. Qualifications: MINIMUM REQUIREMENTS: BA/BS degree plus 6 years of relevant experience or equivalent experience/education. PREFERRED QUALIFICATIONS: MBA or Bachelor's in Economics. Certifications in machine learning or AI application development in business analytics. Certifications in financial analytics. Experience in FP&A within a large corporation. Ability to manage multiple priorities and lead cross-functional teams. Additional Information: Travel may be required. Sponsorship is provided.
