**Job Classification:** **5315 - Community & Workforce Manager I*** Hiring Range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.* Pay Range is the entire compensation range for the position.* Manages a program (a specific purpose or activity) within the Community & Workforce Development Department;* Ensures programming is conducted in the spirit of urgent, compassionate service to individuals in need;* Directly supervises, trains, manages, and evaluates County and/or contracted program staff;* Develops and implements program goals, objectives, budgets, policies, and procedures to ensure effective and efficient service delivery and program compliance;* Manages and administers program activities and budgets, and monitors and evaluates program effectiveness;* Identifies special population needs and supervises staff in ensuring programming is designed and implemented to meet those needs;* Manages staff activities in preparing grant applications, soliciting federal and state funds, and preparing and administering contracts and agreements with government and nonprofit partners;* Provides technical assistance, training, and management support to improve program operations and assist community partners in program performance;* Develops and maintains effective working relationships and coordinates program activities with other County programs and departments and community partners;* Participates in or acts as program representative in various contexts, including before boards, commissions, committees, administrators, and the media;* Responsible for other duties as assigned in support of the overall goals and functions of both the Community & Workforce Development Department and Pima County.**Minimum Qualifications:** **Bachelor’s degree from an accredited university or college in public or business administration, human services, or a closely related field as determined by the department head at the time of recruitment, AND four (4) years of experience managing a community or workforce development program, INCLUDING one year of supervisory experience. (Supervisory experience may be concurrent with work experience.)****Qualifying education and experience must be clearly documented in the "Education" and "Work Experience" sections of the application. Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):** * Minimum five (5) years knowledge of the Outside Agency Program or other program that distributes funding to agencies for community programs.* Minimum three (3) years experience in developing and managing program budgets, with an understanding of accounting principles and fiscal oversight in a public or nonprofit setting.* Minimum three (3) years of experience in managing complex projects, meeting tight deadlines, and delivering high quality results.* Minimum three (3) years of experience establishing and maintaining collaborative relationships with local community-based organizations, including direct oversight and coordination with committees, boards and commissions, and facilitation of technical assistance sessions.* Minimum two (2) years of experience with methodology of community needs assessments, including analyzing qualitative and quantitative data to support evidence-based program planning and funding recommendations.* Experience with/knowledge of strategic planning to lead the development, implementation, and evaluation of policies and procedures that align with the Pima County Board of Supervisors Budgetary Framework and the Prosperity Initiative.**Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications.
