Overview Under direction, plans and manages purchasing activities in order to provide University Hospital facilities with supplies, materials, equipment, and services.

Responsibilities

Provides leadership for and actively manages the Construction and Facilities Procurement Section to make maximum effective utilization of staff, equipment, and material, within budgetary requirements.

Plans and schedules the procurement of all architectural, engineering and construction services, all MRO goods and services, and other categories as may be assigned.

Supervises and actively participates in the conduct of publicly advertised bids within the established processing standards, which includes: assists buyers and departments in the development of their specifications and directs the production and publication of solicitation documents (RFPs and RFQs) and other required documentation, including requests for clarifications, RFP addenda, bid scoring documents and evaluation reports; attends and acts as facilitator at meetings related to the procurement, bid conferences, site inspections, Evaluation Committee meetings, oral presentations, etc.; ensures the timely issuance of a Notice of Intent to Award, Contract Term Sheet, contract agreement, and/or purchase order at the completion of the solicitation process; supervises the issuance of contract amendments and change orders for any assigned procurement project that entails amendments to add or subtract from contract deliverables; works closely with the Director of Physical Plant, the assigned Project Manager, and the Contracts Administrator to track the progress of all awarded construction projects from design through completion.

Plans, organizes, coordinates, and controls the work of the Purchasing staff in accordance with the standards of maximum value and consistent with the State of New Jersey and UH requirements.

Qualifications Required :

Bachelor’s Degree, preferably with a business concentration, plus five (5) years of progressively more responsible purchasing experience, including two (2) years of supervisory experience required.

Outstanding human relations, leadership skills, and the ability to function in a team environment are required.

Applicant lacking the degree may substitute additional related experience on a year for year basis.

Preferred :

Experience purchasing design and construction services is strongly preferred.

Purchasing experience in a government or hospital purchasing setting is preferred.

Working knowledge of public bidding statutes and requirements is preferred.

Experience in both managing bid conferences and supervising bid evaluation teams is preferred.

Experience in contract administration is a plus.

Compensation

The expected salary range for this position is VS / 32S- $ 108,269 - $ 135,341 - $ 162,406, in accordance with the New Jersey Pay Transparency Law; final compensation will be commensurate with experience and qualifications.
