Benefits Compensation Program Review Consultant [PR0105A] - GSSC (Contract Position - Time and Materials) to support an engagement for the US Dept. of Energy (DOE) Hanford. Preferred candidates have relevant Government, Public Sector and Infrastructure (Nuclear and Environmental) Sector experience (functional area experience also ideal). ProSidian Seeks a Benefits Compensation Program Review Consultant to support a DOE Hanford engagement in the Tri-Cities area. The objective is to ensure that the HMIS compensation program attracts and retains competent and productive employees, and demonstrates evidence of DOE-approved standards in its Total Compensation System. Location: The Hanford Eastern Washington (Tri-Cities) Area. Travel: Occasional travel may be required. Location and travel details are as described in the original posting. Responsibilities

Compensation philosophy and strategy:

Review published policy and strategy statements related to compensation for consistency and determine whether the HMIS compensation system aligns with its stated philosophy and strategies. Assess how it is working using indicators such as approved compensation surveys, attrition, offer/acceptance statistics (if available), and whether the philosophy covers all pay delivery programs. Determine the use and effectiveness of range penetration versus compa-ratio and the salary range structure. System for establishing a job worth hierarchy:

Validate the HMIS use of job evaluation as required by policy and assess its application within each job category. Evaluate the job worth hierarchy for the value of jobs. Method for relating internal job worth hierarchy to external market:

Examine benchmark job classifications against corresponding survey benchmarks and review sampling of DOE-approved survey sources, noting number, size, types and locations of comparator firms. Review the appropriateness of compensation cuts used. System linking performance to compensation decisions:

Review a random sampling of completed performance reviews by job category. Examine linkages between performance ratings and percentage increases and position in range. Compare HMIS salary increase guidelines to actual percentages granted by category. Review salaries for promotions and hires since January 2021. Method for planning and monitoring expenditure of funds:

Review HMIS process for managing Compensation Increase Plan funds and for compensating critical skills needs. Compliance with laws and regulations:

Verify the number and nature of compensation-related complaints or litigation since January 2021. Confirm DOE/FLSA and Equal Pay Act audit routines and review recent compliance audits where available (e.g., FLSA, DOE reviews, EEOC pay equity, IG/GAO audits). Communication of programs to employees:

Review current methods to communicate compensation information (brochures, handbooks, guides, manuals, and websites). Interview a random sample of employees and managers to assess understanding and effectiveness of communication with the compensation group. Internal controls and self-assessment:

Review reports, approval processes for exceptions (merit increases beyond guidelines, higher salaries, promotions), and DOE contract compliance. Verify turnover and offer/acceptance statistics since 2017 where available, and review exit surveys for reasons for departure. Minimum qualifications for the role:

The Benefits Compensation Program Review Consultant shall have consecutive employment in a position with comparable responsibilities within the past five (5) years; must be proficient with Microsoft Office and related tools. Qualifications

10 years of relevant experience (e.g., human resources and compensation). Professional certifications preferred (e.g., SHRM, IFEBP, WorldatWork). Excellent verbal and written communications skills. Identification of conflicts of interest with Hanford Site contractors. Fully vaccinated against COVID, an approved exception, or able to meet entry/testing requirements for federal buildings. U.S. Citizenship Required. Excellent oral and written communication skills (e-Verify participation). Proficient with Microsoft Office Products (Word, Excel, PowerPoint, Publisher) and Adobe. Travel & Location

TRAVEL: Occasional travel may be required. LOCATION: The Hanford area (Tri-Cities: Kennewick, Pasco, Richland). Other requirements
