MHSD was created by the state legislature in 2003 to oversee the delivery of publicly funded, community-based mental health, addiction disorders, and developmental disabilities services to our area. In particular, we serve residents who are uninsured, or Medicaid eligible/covered, individuals suffering from mental illness, individuals suffering from addiction, and individuals who have developmental and/or intellectual disabilities. to oversee the strategic direction and daily operations of human resources functions within the organization. The ideal candidate will be familiar with Civil Service rules and have experience with LAGov (Louisiana State Government) systems and regulations. This leadership position requires expertise in managing HR policies, employee relations, recruitment, and compliance. The ideal candidate should be ready to lead and guide the district through talent strategies, coaching and developing the human resources team, and best practices for service delivery to support the mission. Eight years of human resources experience; OR Six years of full-time experience in any field plus five years of human resources experience; OR A bachelor's degree plus five years of human resources experience; OR An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus four years of human resources experience. Experience Substitution Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours, which substitutes for a maximum of four years of experience in any field. Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience. Job Duties
Incumbent serves as the primary human resource official with functions including: Directs and manages MHSD's human resources programs, including compensation, classification, payroll/time and attendance, benefits, retirement, FMLA, workers' compensation, employee relations, credentialing, MHSD intern program, Comprehensive Public Training Program, Performance Evaluation Systems, and recruitment. In conjunction with advice from the Legal/Compliance Section, maintains responsibility for agency compliance with Federal, State, and Parish rules and regulations regarding all human resources matters, including but not limited to laws enforced by the Equal Employment Opportunity Commission, Fair Labor Standards Act, Americans with Disabilities Act, and the Louisiana Worker's Compensation Act. Completes all required reporting. Establishes and maintains a uniform policy for the agency to ensure that disciplinary actions are implemented fairly and consistently, in accordance with Civil Service Rules and Procedures. Reviews and makes recommendations to executive management for improvement of the agency's policies, procedures. Ensures that the CFO signs off on all changes that impact or potentially impact employee compensation before finalization. Ensures that benefit changes and civil service pay level changes are communicated in a timely manner to the Fiscal department. Advises the CFO of any modification to compensation and benefits policies. Partner with the Fiscal department and the CFO to help enhance efficiencies, grow revenues, and contain costs.
