vacancy in Santa Barbara. This job classification is a Department Business Specialist I.
Under direction of the Sustainability Division Manager and Energy Program Manager, the Climate & Energy Specialist will support program and project implementation, community outreach and stakeholder engagement related to the climate and energy goals of the Sustainability Division, the Tri-County Regional Energy Network (3C-REN) and the Santa Barbara County Regional Climate Collaborative. The position will provide general support to various Sustainability Division programs and initiatives and 3C-REN energy efficiency programs. Activities will include research, development of outreach materials (writing), data analysis, stakeholder engagement, program outreach, and general support of programs, projects and policy initiatives. Likely topic areas may include but are not limited to building energy, community activation, trip reduction, electric vehicle charging and regional collaboration. This position will work closely with other Sustainability Division team members, as well as stakeholders across the County organization and 3C-REN staff at Ventura and San Luis Obispo counties. THE IDEAL CANDIDATE: Familiarity with climate change and environmental and sustainability topics Comfort interacting with diverse stakeholders, independently and as part of a group Experience quantifying and communicating the environmental, social, and economic benefits of sustainability Experience with conducting outreach to the public via email, social media, and other platforms Extraordinary attention to detail, organizational abilities, and problem-solving skills Self-motivated with strong project management skills and the ability to prioritize tasks and effectively manage competing deadlines Excellent interpersonal and verbal and written communication skills with the ability to build strong professional relationships Ability to adapt to changing policy direction and funding source requirements Experience in the field of energy efficiency working with contractors, customers, distributors, utilities, workforce development programs or other related groups Support a robust portfolio of current and future climate mitigation, resilience and energy efficiency programs. Organize, recruit participants for, and support logistics for multi-stakeholder events. Support the Resilient Central Coast Campaign including increasing regional participation in an online platform designed to drive personal actions towards greenhouse gas emissions reductions. Support development and maintenance of community newsletters for various audiences. Utilize Salesforce and email marketing platform(s) to manage communications with event attendees, newsletter lists, and other audiences. Support regional education efforts in order to drive participation in 3C-REN and other sustainability programs. Plan and maintain web updates for County Sustainability Division site. Miscellaneous duties as assigned to meet department and program goals. Possession of a bachelor’s degree in sustainability, environmental science, environmental studies, earth sciences, public policy, business administration or related field;
OR, Possession of an associate’s degree in sustainability, environmental science, environmental studies, earth sciences, public policy, business administration, or related field
AND
two years of experience that would demonstrate basic knowledge of (a) fiscal management, budgeting, grant preparation and monitoring, and contract management; (b) automated systems; or
(c) sustainability, environmental, or resource conservation program management (such as program management in water efficiency, energy efficiency or vehicle trip reduction.);
OR , Four years of experience that would demonstrate basic knowledge of (a) fiscal management, budgeting, grant preparation and monitoring, and contract management; (b) automated systems; or (c) sustainability, environmental, or resource conservation program management (such as program management in water efficiency, energy efficiency or vehicle trip reduction.) ;
OR, A combination of training, education, and/or experience that is equivalent to one of the employment standards listed above and that provides the required competencies. Responses to the required supplemental questionnaire will be evaluated and scored. Candidates' final score and rank on the eligibility list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 11 qualified candidates.
Candidates must receive a percentage score of at least 70 on the Supplemental Questionnaire Ranking Assessment to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.
VETERAN’S PREFERENCE POINTS : Veteran's preference credit is applicable for this recruitment (5 points for veterans, 10 points for disabled veterans).
