Community Solutions Inc is seeking a Chief Financial Officer to join our leadership team, responsible for the supervision, strategic planning and oversight of all financial administration and related departments, based in our Corporate Office in Windsor, CT.

(CSI) is a nonprofit organization that promotes the responsible citizenship, accountability, and well-being of individuals and families involved, or at risk of involvement, in the child welfare, juvenile justice, or criminal justice system. Since CSIs founding in 1962, it has been a pioneer in community-based services. We have been delivering supervision, treatment, and comprehensive individualized services to help clients interact more effectively in their communities and become productive citizens. Using this plan, we built the first ever halfway house in New England which has now been replicated and grown to almost 50 programs in 9 states. CSI understands clients and staff have been impacted by trauma. CSI is becoming a trauma-informed organization by hiring individuals with existing experience in trauma-informed practices as well as supporting ongoing staff development with trauma-informed practices. This will include learning to recognize symptoms of trauma and how to respond, through training starting at orientation and throughout their career at CSI.
CSI is committed to systematically evaluating the integration of the trauma-informed values of safety, trustworthiness, choice, collaboration, and empowerment at all levels of the organization's policies, procedures, and structures to guard against the possibility of re-traumatization.
Schedule : 40 Hours / week
This Position Does Have Supervisory Responsibilities.
The primary responsibilities for this position will be:
Oversee the development and management of long-range and short-range financial planning, reporting, capital planning, budgeting, debt financing and management, financial modeling, trade-off analyses, financial statements, and general accounting; coordinate with external investment fund managers to develop and implement investment management strategies and approaches. Maintain strong working relationships with external partners. Serve as a representative and advocate for CSI among a broad range of external partners including state and federal agencies, insurance vendors, human service agencies, nonprofits, bankers, auditors, attorneys, real estate specialists, and investment advisors, as well as and other public and private partners. Proactively research and manage complex technical, regulatory, legal, and policy issues that arise to determine impact and make recommendations to the CEO. Monitor compliance in accordance with agency mission, professional standards, regulatory agency licensing, and contractual requirements. Formulate and recommend financial, administrative, privacy, and compliance policies and objectives for the entire company. Implement best practices for fiscal and compliance operations. Oversee and manage the procurement process in accordance with contract requirements and CSI's financial policies pertaining to obtaining multiple bid quotes, evaluate proposals and approve process. Set up reporting systems that foster transparency and accountability, develop key performance indicators and establish financial reporting process to identify and reveal productivity gaps, program performance, and internal department effectiveness. Proactively advise executive leadership and CSI Board of Directors of any potential financial risks to the agency. Work with the Audit Committee and provide administrative oversight of the Compliance/Internal Audit plan approved by the Board of Directors. Establishing and maintaining best practices to ensure the financial health of the organization.
Finance
Provide strategic counsel about the financial needs and implications associated with capital improvement requirements, corporate overhead allocation, program development and financial modeling. Analyze and evaluate key trends, identify any issues or changes in the operating models and delivery systems, and propose innovative solutions. Develop tools and systems to provide critical information to the CEO, the board, and make recommendations on both strategy and operations, based on various assumptions and predictive models. Develop and maintain effective systems for planning, cash flow management, and allocating financial resources. Short- and long-term planning and forecasting and assist in the management and growth of diverse revenue streams. Manage the agency's funds expertly, ensuring that expenses are responsibly controlled and that processes support CSI's mission. Develop and maintain an effective system of controls and to ensure audit requirements. Develop ongoing programs to educate colleagues and staff about CSI's financial structure as well as its diverse funding sources and how departments and divisions fit into that structure. Communicate complex financial information simply and regularly to colleagues, staff and board members. Work in partnership with the board's audit, finance and investment committees and the agency's investment manager and advisor to guide the establishment of investment policy and monitor investment performance. Qualifications
Qualifications
Master's Degree in Accounting or Business Administration and/or CPA required; broad knowledge of accounting, audit, compliance, compensation, and organizational planning. Exceptional financial analytical skills; strong problem solving, planning, organizational, and project management skills; savvy in technology. Experience with non-profit financial management. Experience with Blackbaud Financial Edge. At least seven years' experience in management and supervision of staff. Broad knowledge of the legal and regulatory issues affecting nonprofit government contracting organizations at the state and federal levels. Well-developed administrative skills in varied disciplines.

Two (2) weeks’ vacation accrued within the first year, bumped to three (3) weeks accrual after 1 year of service. Sick time (7 days accrual basis), floating holiday time (4 days/year).
