Role Description The

Senior Project Manager

will oversee planning, design and construction of capital projects for new construction and renovations in the Public Safety market sector. The position reports to the Project Director, Deputy Project Director and senior leadership and may provide oversight for junior staff such as project managers or project engineers, depending on project size and type. The successful candidate will be a primary point person advising the client on team management through design, procurement, construction and closeout phases.

Requirements include on‑site facility assessments, end‑user meetings and on‑site construction management of general contractors and subtrades. A valid driver’s license and vehicle are required for local site observations. Travel is limited to the Chicago metropolitan area.

Accountabilities Design Management and Preconstruction

Develop project‑specific preliminary construction phasing, constructability and work plans.

Prepare total project budget and schedule to ensure owner‑client approval.

Develop project schedule identifying milestones and critical path to provide to all team members.

Manage design consultants through all deliverable milestones, including submissions and review by all stakeholders.

Engage and manage all project consultants and contractors to ensure contractual compliance.

Cost and Schedule Management

Control project costs during all phases with limited supervision.

Prepare and review cost estimates for construction and related soft costs including A&E fees.

Understand contractor billing and change order processes, reviewing documents with minimal supervisor help.

Track budgets, contracts, change orders and invoices and produce reports using integrated database software.

Develop and manage project budget and cash flow analysis, identifying cost savings and implementing ideas.

Maintain the overall project schedule through completion of all milestones.

Quality Management

Manage the construction process with a focus on quality, ensuring material selection and product specification meet quality requirements and owner standards.

Perform thorough design reviews and field inspections to confirm design intent and specifications.

Develop and manage corrective action item completion.

Procurement and Contract Administration

Assist owners with front‑end and scope documents suitable for public bidding.

Coordinate the public bidding process and evaluate bids to recommend award.

Review and manage proposed change orders, pay applications and closeout process.

Lead and coordinate weekly project progress meetings and prepare monthly reports addressing scope, budget, schedule and risks.

Client Relations, Business Development and Communication

Maintain ongoing relationships with clients to enhance satisfaction.

Communicate continuously with the ARA JV Leadership Team using Microsoft Teams, email and phone/text messaging during normal business hours.

Proactively communicate with clients and stakeholders, keeping them updated on progress, issues and resolutions in a timely manner.

Allocate approximately 50% of time to tracking and reporting on project‑related tasks.

Qualifications & Experience

Bachelor’s degree in Engineering, Architecture, Construction Management or related field.

10+ years of progressive responsibility managing design and construction of commercial and institutional buildings for new construction and renovations.

Valid driver’s license and vehicle for site inspection visits.

Proficiency in Microsoft Office, Adobe Acrobat and Bluebeam.

Experience with AutoCAD, BIM, Primavera 6, Procore and program management systems such as e‑Builder preferred.

Excellent organizational, analytical, written and verbal communication skills.

Background and security clearance qualification for secure and restricted facilities.

OSHA 30 Construction Safety Certification preferred.

PMP or CCM Certification preferred.

Physical and Mental Requirements

Presence in both office and construction work site setting, performing tasks such as exerting up to 10 pounds of force occasionally and/or a negligible amount of force constantly to move objects, prolonged standing, working in various interior environmental conditions and maintaining physical fitness for construction demands.

Good hand‑eye coordination, ability to talk and hear.

Benefits Arcadis offers a comprehensive benefits package for full‑time and part‑time positions, including medical, dental, vision, EAP, 401K, STD, LTD, AD&D, life insurance, paid parental leave, reward & recognition program and optional well‑being benefits, adoption assistance and tuition reimbursement. Nine paid holidays and 15 days PTO accrue per year. The salary range for this position is $90,000 – $140,000. Actual salaries will vary and are based on several factors such as experience, education, budget, internal equity, project and location.
