Construction Project Manager

The
Construction Project Manager
will oversee and manage the planning, design, and construction of capital projects for new construction and renovations within the Public Safety market sector. The position reports to the Project Director, Deputy Project Director, and senior leadership. The candidate will provide oversight for junior staff such as project managers or project engineers, depending on the project size and type, and advise clients on managing teams of professionals through planning, design, procurement, construction, and closeout phases.
Functions include supervising, directing, and coordinating design and project management, liaising with owners, designers, and contractors regarding cost, schedule, quality, safety, and contract administration. The role independently manages multiple small‑to‑medium projects ( Activities also involve on‑site facility assessments, end‑user meetings, and construction management of general contractors and subcontractors. A valid driver’s license and vehicle are required for site observations within the Chicago metropolitan area. The role is noted as full‑time.
Role Accountabilities
Design Management and Preconstruction: develop project‑specific construction phasing, constructability, and work plans.
Prepare total project budget and schedule; ensure owner approval.
Create and maintain a project schedule with milestones and critical path information for all team members.
Manage design consultants through all deliverable milestones, including submissions and reviews by all stakeholders.
Engage and manage all project consultants and contractors (environmental, geotechnical, survey, material testing, architect, etc.) to ensure compliance with contractual requirements.
Cost and Schedule Management: monitor project costs with limited supervision.
Prepare and/or review cost estimates for construction and related soft costs including A&E fees.
Understand contractor billing and change order processes; review documents with limited help from supervisor.
Track budgets, contracts, change orders, and invoices; produce reports using integrated database software.
Maintain firm understanding of project cash flows and forecast costs throughout the project lifecycle.
Ensure project schedule completion by design and construction teams.
Create critical‑path method schedules using Primavera P6, MS Project, or similar.
Quality Management: ensure material and product specification compliance with quality requirements and applicable standards.
Perform design and document reviews; coordinate among disciplines to complete quality‑focused details.
Conduct field inspections during construction to verify design intent and specifications.
Procurement and Contract Administration: assist owner with front‑end and scope documents for public bidding.
Develop comprehensive scopes of work for given projects.
Manage public bidding process and evaluate bids; provide award recommendations.
Participate in project meetings; address resolution issues.
Review and approve change orders and pay applications.
Manage project closeout and coordinate government agency permits, inspections, and occupancy certificates.
Lead and coordinate weekly progress meetings; prepare accurate, timely meeting minutes and action items.
Prepare and present monthly project reports covering scope, budget, schedule, risks, and mitigations.
Facilitate project closeout, punch lists, end‑user training, and acceptance; ensure all documents are transmitted to appropriate parties.
Client Relations, Business Development, and Communication: maintain ongoing client relationships; ensure client satisfaction.
Continuous communication availability with the JV Leadership Team during normal business hours via Microsoft Teams, email, and phone/text.
Proactively communicate with clients, both internal and external, keeping stakeholders informed of progress, issues, and resolutions.
Allocate approximately 50 % of time to documentation and reporting of project‑related tasks.
Qualifications & Experience
Bachelor’s degree in Engineering, Architecture, Construction Management, or related field.
5–8 years of progressive responsibility managing design and construction of commercial and institutional buildings, both new construction and renovations.
Ability to travel to client sites and conduct site inspections; valid driver’s license and vehicle.
Proficiency in Microsoft Office, Adobe Acrobat, and Bluebeam.
Experience with design/project management software: AutoCAD, BIM, Primavera 6, Procore, and e‑Builder preferred.
Excellent organizational, analytical, written, and verbal communication skills.
Ability to satisfy client background and security clearances for restricted facilities.
OSHA 30 Construction Safety Certification preferred.
PMP or CCM Certification preferred.
Proactive shepherding of project delivery through multiple project steps and processes.
Physical and Mental Requirements
Required presence in both office and construction site settings.
Physical tasks: exerting up to 10 lb of force occasionally; prolonged standing; working in various indoor environments.
Good hand‑eye coordination, ability to talk and hear.
