Manager, Contracts & Procurement - Aromatics Motiva is seeking an experienced Manager, Contracts & Procurement to support the successful execution of our $3.5 billion Aromatics Project, one of the most strategic investments within our Major Capital Projects portfolio. Reporting to the Director, Contracts & Procurement - Major Capital Projects, this role will lead all project-specific contracting and procurement activities, from strategy through execution, with responsibility for critical EPC, EPCM, services, and equipment contracts.

Responsibilities

Develop and implement project-specific contracting and procurement strategies for the Aromatics Project.

Align commercial strategies with overall MCP and corporate objectives.

Lead sourcing, tendering, negotiation, award, and administration of major project contracts and purchase orders.

Manage contract performance, claims, disputes, change orders, and closeout activities.

Build and maintain strong relationships with EPC/EPCM contractors, equipment vendors, and service providers.

Partner with internal functions (Engineering, Legal, Finance, Procurement & Supply Chain, Manufacturing) to ensure alignment and compliance.

Ensure commercial governance and adherence to Motiva policies and regulatory requirements.

Identify and mitigate risks related to local content, logistics, supply chain disruptions, and trade/tariff changes.

Monitor contractor performance against cost, schedule, and quality metrics.

Provide regular updates on contract status, risks, and supplier performance to MCP leadership.

Experience and Qualifications Required Education and Experience

Bachelor's degree in Engineering, Supply Chain, Business Administration, or a related field.

10+ years of experience in contracts, procurement, or supply chain management.

5+ years supporting large-scale capital projects ($500MM+), with direct experience managing EPC/EPCM and critical equipment contracts.

Strong knowledge of contracting models, procurement practices, and commercial risk management in industrial projects (refining, petrochemical, energy, or infrastructure).

Proven ability to negotiate and manage complex, high-value contracts.

Experience working with multidisciplinary teams and senior stakeholders.

Excellent analytical, organizational, problem-solving and communication skills.

Preferred Education and Experience

Advanced degree (MBA, JD, or related field).

Experience with mega projects ($1B+) in refining, petrochemical, or energy industries.

Familiarity with enterprise procurement and project management systems.

Knowledge of supplier diversity or local content strategies.

Professional certifications such as CPSM (Certified Professional in Supply Management), PMP, or equivalent.
