Position Overview The Learning and Development Manager designs, implements, and oversees comprehensive learning and development programs that advance MCEC's mission to support military children's educational success. This role combines instructional design expertise with advanced technology proficiency and AI literacy to create innovative, multi-modal training delivered through virtual platforms, online modules, and digital content. The position requires leveraging emerging technologies, including artificial intelligence tools, to develop and deploy accessible, engaging learning experiences. The position ensures all programs are launched on time, within budget, and evaluated for impact, reflecting MCEC's commitment to stewarding resources responsibly.

Key Responsibilities Program Development & Innovation

Design and deliver evidence-based, multi-modal learning programs

Develop scalable learning curricula delivered via virtual platforms, online modules, and on-demand content

Research and integrate emerging tools and learning best practices

Leverage AI tools for content creation, personalization, and program optimization

Maintain and update existing resources with current research and practices

Training & Facilitation

Facilitate workshops, webinars, and conferences for military families, educators, and community partners

Deliver presentations at military installations and educational forums

Provide professional development opportunities for staff and volunteers

Develop and maintain trainer certification programs and ongoing quality assurance

Evaluation & Continue Improvement

Conduct needs assessments to identify learning gaps and opportunities

Track and report performance indicators

Provide quarterly reports on reach, effectiveness, and improvement actions

Implement program refinements based on evaluation findings

Content Creation & Digital Innovation

Create educational materials, toolkits, and multimedia resources using current research in military child and family support

Utilize AI-powered tools for content development, including text generation, video editing, graphic design, and translation

Produce high-quality video content including instructional videos, expert interviews, family testimonials, and animated explainers

Develop interactive digital learning platforms and self-paced online courses with multimedia integration

Design mobile-friendly content and applications to support military families' on-the-go lifestyle

Write and edit training manuals, guides, and digital instructional materials based on latest research findings

Deploy content across multiple technology platforms including LMS, mobile apps, social media, and web-based tools

Maintain and update existing educational resources incorporating new trends and evidence-based practices

Monitor emerging trends in military family support, educational technology, and digital learning methodologies

Technology Integration & AI Application

Manage and optimize learning management systems (LMS) and other educational technology platforms

Evaluate and implement AI tools to enhance content creation, delivery, and learner engagement

Ensure content accessibility and compatibility across diverse technology platforms and devices

Train staff and stakeholders on technology tools and AI applications for learning

Stay current with AI developments in education and training sectors

Partnership & Collaboration

Build relationships with military installations, schools, and educational organizations

Collaborate with academic and research partners to strengthen design and outcomes

Support MCEC's advocacy efforts through education-focused initiatives

Performance Expectations

Deliver a defined number of training programs, webinars, and modules annually (per program goals)

Execute all initiatives on time and within budget

Achieve participant satisfaction benchmarks

Ensure agreed-upon completion rates for online programs

Demonstrate measurable participant learning gains via pre/post assessments

Document lessons learned and integrate improvements each program cycle

Qualifications Required Qualifications

Bachelor's degree in education, Instructional Design, Educational Technology, Organizational Development, or related field

3-5 years of experience in learning and development, training design, or educational program management

Demonstrated proficiency with e-learning platforms, LMS systems, content authoring tools, and virtual training delivery

Experience using AI tools for content creation, curriculum development, or learning optimization

Strong technology aptitude with ability to quickly learn and implement new digital tools and platforms

Preferred Qualifications

Master’s degree in a related field

Nonprofit or education sector experience

Military-connected background or experience with DoDEA or military schools

Professional certification (ATD, CPLP, PMP, etc.)

Experience with AI-powered content creation tools (e.g., generative AI for text, images, video)

Proficiency in multimedia design software and mobile learning platforms

Experience with multimedia design, mobile learning, or gamification

Background in social-emotional learning or trauma-informed education practices

Knowledge of accessibility standards and universal design for learning (UDL)

Working Conditions

Full-time, remote position with standard business hours

Some evening and weekend work required for events
