This position is located in the Office of Youth Programs (OYP), Education and Workforce Innovation Bureau, Department of Employment Services. The mission of the office is to plan, direct, administer and coordinate an array of youth employment and training programs designed to provide District youth with meaningful work and training experiences.

Pay Range Base pay range: $127,030.00/yr - $177,839.00/yr.

Duties and Responsibilities Plans, develops, directs, operates, and monitors employment and training programs designed to meet the employment needs of in school and out of school youth as it pertains to DC Code 32-242 and other applicable laws; and other employment and training related initiatives. Formulates proposals for special employment and training programs. Oversees the various phases of proposal development to ensure that local and federal qualitative and quantitative standards and criteria are met. Coordinates with the Office of Contracting and Procurement, the Office of Grants Management and Resource Allocation and the Office of the Chief Financial Officer, as required, in preparing contracts, program specifications and other required documents. Oversees the negotiation of employment and training contracts/grants in accordance with contract and grant requirements and specifications. Provides program supervision and curriculum control.

Monitors activities to ensure compliance with regulations and other requirements and to encourage collaboration with other programs; ensures that activities are integrated into current delivery system in accordance with operational and organizational objectives. Ensures that optimum technical assistance and guidance is provided to service providers throughout the contract/grant period and for the review, verification, approval of contracts/grants, and monthly invoices. Provides leadership and guidance as required to staff in investigating complaints of discriminatory employment practices. Responsible for the planning, development, implementation, and maintenance of systems for: 1.) Financial management, including fiscal data and other records necessary to comply with local reporting and cash management, 2.) Personnel management for the office, including planning, managing workloads, determining priorities, and coordinating assigned areas which affect or are affected by program activities. Provides personnel and time and attendance services for special programs and organizations, where needed. Evaluates needs and develops plans for providing staff support services. Directs and supervises the development of annual planning and reporting documents including staff activities, monies disbursed, special program administration, development, operation, and contract negotiation and monitoring. Provides current information and/or advice to the Senior Deputy Director on legislation, policies, regulatory requirements, and other program initiatives.

Qualifications and Education Specialized Experience: one (1) year of specialized experience equivalent to at least the next lower grade level in the normal line of progression. Examples of Specialized Experience: Mastery of District laws, rules, codes, and regulations governing local and federal Paid Family Leave laws, procedures, policies and services, or any other public benefits program. This experience could include but not be limited to the preparation and management of budgets and grants, developing, and providing authoritative advice and interpretation of relevant budget, policy, and procedural issues, and application of management principles and practices to provide sound recommendations regarding personnel management and evaluation processes.
