The Resource Allocation Officer will advise the Chief of Staff on recommendations for budget, financial oversight, and resource allocation. The incumbent exercises independence and discretion in carrying out the tasks of the position. Provides subject matter and functional area expertise for technical tasks and development of funding priorities. Reviews and analyzes funding allocations and financial statements, administers the procurement and allocation of grants and contracts, prepares financial justifications, and develops project selection and evaluation criteria. Leads the Resource Allocation team in producing financial reports, dashboards, and financial tools that illustrate the agency's financial status for planning, programmatic, and business intelligence purposes. Builds, defines, and measures business and performance metrics to explain trends and guide informed business decisions. Reviews and establishes work assignments and performance as directed by the Chief of Staff. Manages work of direct reports, develops performance standards, and evaluates work performance of subordinates. Manages and optimizes budgeting processes to align with OP’s goals. Assures the Resource Allocation team has correct funding in accordance with legislated appropriations guidelines, program plans, and Mayoral and department directives. Assists the Chief of Staff with developing talking points and presentations on the agency's fiscal status. Establishes financial controls, policies, and procedures governing internal agency processes for the handling, disbursement, and collection of monies from various financial streams (e.g., Purchase Card Program, Direct Vouchers, and Contracting and Procurements). Originates new concepts, methods, techniques for program guidance, data collection, program evaluations, and resource allocation related to the agency's projects, operations, financial systems, and records management. Provides procurement support work throughout the procurement cycle by assembling contracts, abstracting bids, requesting amendments and modifications, monitoring the status of deliveries, reconciling invoices, and preparing information for closing out contracts.
