The Regulatory Commission of Alaska is recruiting for a Communications Common Carrier Specialist 1/2 Flex position located in Anchorage!
What you will be doing
The Communications Common Carrier Specialist 1 is an entry level position and you would review, analyze, and provide recommendations on routine to moderately complex tariff filings and dockets related to the telecommunications industry. The Common Carrier Specialist 2 is a journey level position and you would independently develop, defend, recommend, and administer policies on tariff and dockets cases of moderate complexity.
Our organization, mission, and culture The RCA regulates public utilities (electric, water, sewer, refuse, and natural gas), pipeline carriers, and to a limited extent, telecommunications providers to ensure they provide safe and adequate services and facilities at just and reasonable rates, terms, and conditions. The Common Carrier Section reviews filings made by telecommunications carriers, including filings where the carriers seek to revise their access charges, apply for eligible telecommunication carrier status, seek certification, amend their certificate of public convenience and necessity, and propose to discontinue service. In addition, the Common Carrier Section may be involved in rule‑making proceedings, provide information in response to legislative inquiries, and present in public meetings.

Working conditions you can expect The Commission is located in the heart of beautiful downtown Anchorage. The daily work environment is busy and productive with varying timelines to be managed. The CCCS works directly with utility representatives and other staff to ensure timely processing of telecommunications filings. Staff presents recommendations and fields questions from Commissioners during confidential adjudications, public tariff action meetings or other public meetings. Most of the work is performed using spreadsheet, word processing, email and case management software.

Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and respond appropriate.
Telecommunications: Knowledge of the concepts, principles, and theories of transmissions, broadcasting, switching, control, construction, or operation of telecommunications systems.
