Overview The Regulatory Commission of Alaska (RCA) is recruiting for a Communications Common Carrier Specialist 1/2 Flex position located in Anchorage. This role focuses on reviewing, analyzing, and providing recommendations on routine to moderately complex tariff filings and dockets related to the telecommunications industry.

Our Organization, Mission, and Culture The RCA regulates public utilities (electric, water, sewer, refuse, and natural gas), pipeline carriers, and to a limited extent, telecommunications providers. The Common Carrier Section reviews filings made by telecommunications carriers, including access charge revisions, application for eligible carrier status, certifications, amendments to certificates of public convenience and necessity, and discontinuation proposals. The section also participates in rule‑making proceedings, legislative inquiries, and public meetings.

Responsibilities

Review and analyze routine to moderately complex tariff filings and dockets.

Develop, defend, recommend, and administer policies on tariff and docket cases of moderate complexity (Level 2).

Represent the Commission in public tariff action meetings and other public meetings.

Collaborate with utility representatives and internal staff to ensure timely processing of telecommunications filings.

Use spreadsheets, word processing, email, and case‑management software to support duties.

Minimum Qualifications Level 1

Analytical Thinking/Problem Solving; Computer Skills; Mathematical Reasoning; Oral and Written Communication; Research.

Typical educational or professional experience includes economics, accounting, finance, engineering, business administration, telecommunications, law, or a closely related field involving research, analytical work, and written or oral communication.

Level 2

Analytical Thinking/Problem Solving; Compliance; Economics and Accounting; Oral and Written Communication; Telecommunications.

Typical educational or professional experience similar to Level 1 with additional emphasis on compliance, economics, accounting, and telecommunications knowledge.

Application Requirements At the time of application, submit post‑secondary transcripts (if used) and at least two originally authored writing samples.
