STATE GOVERNMENT RELATIONS OFFICER (COMMUNICATIONS OFFICER) Open position, at‑will.

Salary Range: $104,979.11 – $142,858.67

About the Port The Port of Long Beach is one of the world’s busiest seaports and a major international gateway for trade. It is a leader in environmental stewardship and supports millions of jobs in the region and the nation.

The Team The Government Relations Division builds strong connections between the Port and elected officials, legislative staff, agency leaders, and appointed officials at the local, state, and federal levels. The Division also oversees education and workforce development programming to connect students and workers with training and job opportunities in the supply chain.

Responsibilities

Manage day‑to‑day advocacy efforts at the state level.

Assist in establishing short‑ and long‑range goals, objectives, policy recommendations, and strategies.

Track state legislation, regulatory policies, local ordinances, policy trends, budgetary matters, grant opportunities, and news stories affecting Port operations.

Provide research, background, bill analyses, technical assistance, and recommendations to directors and executives.

Draft legislative correspondence, policy briefs, summaries, talking points, and fact sheets.

Review and analyze the state budget process and advocate for funding to support Port projects.

Perform strategic analyses and develop legislative strategies to influence Port interests.

Coordinate with state and federal advocates on legislative priorities.

Coordinate with the Manager of Government Relations and Division staff on legislative, policy matters, special events, and project needs.

Maintain communications between the Port and contracted advocates, apprises, and educate entities regarding Port projects and funding priorities.

Maintain communications with Port leadership, legislative offices, and relevant agencies.

Conduct outreach to develop and maintain relationships with key legislators, legislative staff, and agency leaders.

Respond to legislative inquiries or requests from legislative offices, regulatory agencies, business/community organizations, and the general public.

Work with Port advocates and internal staff to monitor, pursue, and procure grant opportunities.

Assist in securing letters from legislative offices and industry partners for grant applications and projects.

Participate in Port task forces, committees, and relevant legislative, community, and business association meetings as needed.

Perform other duties as assigned.

Qualifications

Bachelor’s degree in Public Administration, Public Policy, Political Science, or a closely related field.

Minimum three years of professional experience in policy development, legislative research, advocacy, or intergovernmental relations.

Experience working with state elected officials, legislative staff, and advocates.

Knowledge of state, local, legislative, budgetary, and grant processes.

Must be able to work nights, weekends, holidays, and extended hours.

Technical Skills

Broad working knowledge of legislative analysis, public policy, and effective advocacy principles.

Knowledge of public agency programs, policies, operations, and related legislative and intergovernmental issues.

Knowledge of state and local legal requirements and guidelines governing public meetings.

Ability to analyze, interpret, and explain the bill enactment process and public policy, regulatory, budgetary, and community matters.

Strong written communication skills.

Research and analytical skills using legislative databases, internet, and other tools.

Effective oral presentation skills.

Desirable

Master’s degree in Public Administration, Public Policy, Political Science, or a closely related field.

At least two years of supervisory experience.

Port, federal, city, or supply chain industry experience.

Strong leadership background.

Second language speaking ability.
