Human Resources Business Partner – King County Metro
The Enterprise Employee Services Division of King County Metro seeks a senior‑level HR Business Partner to partner with agency leaders to build a healthy, safe, and inclusive work environment and to improve people practices and policies that impact employees at all levels.

Job Duties
Serve as the first point of contact for managers and employees for all HR matters and refer specific technical questions to the Employee Services team.
Coach and support managers to address employee issues and develop employee‑centered programs consistent with Metro’s values.
Act as a trusted advisor and strategic partner to Metro Transit's divisions, aligning talent strategy with business goals to foster a community‑oriented, diverse, and inclusive work environment.
Assess divisional needs and collaborate with partners to drive sensible, sound HR solutions, including workforce management, succession planning, performance management, training, career and leadership development, employee engagement, and recognition.
Support managers on key employee relations issues such as career growth conversations, performance management, compensation, equity, inclusion, and belonging.
Review internal programs, policies, and practices for compliance with employment laws, regulations, policies, and best practices; recommend modifications if appropriate.
Collaborate with Employee Services team members to support management and employees in improving work relationships, effectively engaging in conflict, building morale, and increasing productivity and retention.
Support the implementation and mastery of leader standard work across Metro’s divisions.
Collaborate with Employee Services team members to ensure consistency in HR programs and practices across Metro’s divisions.
Facilitate group meetings related to organizational development issues or solutions. Provide effective meeting design and consultation.
Perform other related duties as assigned.
Qualifications
Five years of progressively responsible HR generalist experience, including policy and contract interpretation and application in a union environment.
Strong knowledge of human resources competencies in a union environment, including local, state, and federal employment laws, labor relations, and organizational design.
Effectively collaborate with Employee Services’ functional teams and cross‑functional teams to meet organizational needs and provide insight and input to help inform the approach, priority focus, and strategies.
Exhibit strong organizational and prioritization skills, including multitasking, prioritizing competing priorities, and following through to completion.
Consolidating information from various sources to reach sound, policy‑based decisions.
Working independently and collaborating appropriately with section peers.
Ability to be a self‑advocate and self‑starter.
Establishing goals, producing quality and on‑time work, and coordinating well with teams to ensure consistency across divisions.
Effectuate healthy organizational change with an understanding of organizational goals and employee experience, strong knowledge of human resources, innovative thinking, and problem‑solving.
Ability to advocate effectively; practice attentive and active listening; engage people with dignity and respect; and exhibit composure in challenging situations.

Experience working in a King County or other public sector human resources environment.
Professional certifications such as PHR, SHRM‑CP, or IPMA‑HR.
