Public Affairs Officer Support Specialist Overview Of Role The Defense Health Network (DHN) - National Capital Region (NCR) is seeking a highly skilled Public Affairs Specialist to lead strategic communication initiatives and manage high-impact projects. This hybrid role requires a professional who excels in crafting compelling messages, engaging diverse audiences, and ensuring communication projects are planned, executed, and delivered on time. The ideal candidate will have a strong background in public relations, project management, and a deep understanding of healthcare or public sector communications.

Roles And Responsibilities

Develop and execute public affairs strategies to promote DHN-NCR’s mission, services, and initiatives.

Works as the PM for Communications across the NCR.

Write and edit press releases, talking points, newsletters, and other communication materials.

Coordinate media relations, including responding to inquiries, arranging interviews, and maintaining relationships with media outlets.

Craft messaging for internal and external stakeholders, ensuring consistency with organizational goals.

Monitor media coverage and provide analysis on the effectiveness of public affairs campaigns.

Plan and execute events such as press conferences, media briefings, and community engagement activities.

Support leadership with crisis communication strategies and plans.

Support updates to the internal website and social media sites, and participate in strategic communications meetings.

Compile weekly external communication reports; submit products to the PAO for review prior to posting.

Update content on external webpages and social media.

Assist with PAO meetings and attend DHA & NCR meetings.

Generate editorial ideas for articles and refine them with lead PAO.

Meet daily and weekly deadlines and handle ad hoc suspense to support the mission.

Develop news‑pegs, angles, and balanced articles from multiple sources including interviews.

Schedule interviews with subject‑matter experts, working with other PAO offices and with government approval.

Write, rewrite, and edit copy in AP style, using active sentences, traditional leads, bridges, transitions, and news format.

Assist visitors and callers; take media queries; coordinate press interviews; arrange media visits.

Oversee research, planning, execution, and evaluation of communications plans with measurable results.

Develop messaging and communications plans and supporting media products for targeted audiences.

Coordinate with DHA public affairs leaders on dissemination of critical information.

Formulate strategies for major issues, manage and coordinate messages and theme development for the Market office.

Develop speeches and briefings to communicate key themes and messages.

Enhance effectiveness and efficiency of communications plans and community relations plans.

Operate strategic partnerships and alliances within Agency and Market contexts.

Provide input to multiple websites and oversee all social media platforms used by the MTFs under the Market Office.

Coordinate with DHA Headquarters teams for communications product support.

Analyze accomplishments of the Market Office in accordance with MHS and DHA program.

Assess media coverage and recommend dissemination methods to increase awareness.

Develop and execute network‑based operation model for strategic communications to patients and staff.

Analyze and make recommendations for conflicting input to obtain consensus positions.

Develop and manage the Market Office communications planning programs.

Apply new approaches to complex public affairs problems of the MHS.

Provide crisis communications planning support and advice on media incidents.

Analyze public affairs problems and determine new approaches.

Facilitate relationships with medical and other organizations at the regional level.

Develop and coordinate communications plans with local subject matter experts.

Provide supporting materials as required and maintain relations with communications organizations.

Identify existing or potential public perception problem areas and recommend integrated strategy.

Educational And Certification Requirement Bachelor’s degree in communications, Public Relations, Project Management, or a related field.

5+ years of experience in public affairs, project management, or a combination of both roles.

Strong written and verbal communication skills, with the ability to tailor messages to diverse audiences.

Proven ability to manage multiple projects simultaneously in a fast‑paced environment.

Proficiency with project management tools and software, as well as digital communication tools.

Familiarity with healthcare systems or military communications is highly desirable.

Project Management Professional (PMP) certification.

Knowledge of principles, methods, practices, and techniques of strategic communication.

Skill in developing written, oral, and social media materials.

Skill in developing and maintaining effective and cooperative relationships with representatives at all levels.

Skill in oral communication sufficient for one‑on‑one and group interviews.

Demonstrate strong prioritization skills; Time Management is critical.
