Hourly Range: $25.56–$31.95

Essential Functions

  • Provides advice, training, and information to staff; plans, directs, supervises, and evaluates workflow involving completion of solid waste operational services.
  • Facilitates effective communication between solid waste staff and the rest of the organization.
  • Monitors and provides feedback to staff regarding performance, attendance, and participation; conducts employee performance reviews for assigned staff.
  • Responds to more complex/difficult customer inquiries and complaints including those received from Management.
  • Provides operational support for the solid waste division.
  • Budget monitoring and preparation for the solid waste collections section, new equipment and revisions to policies and procedures.
  • Consults and coordinates with third party contracted vendors for County‑wide solid waste and recycling services.
  • Develops and/or assists in developing, implementing and administering departmental policies with ongoing analysis and evaluation of operations and assigned programs.
  • Compiles and analyzes various statistical data for purpose of developing procedures; prepares correspondence, memoranda and supportive documents as required.
  • Assists in the training, design and analysis of data processing systems and follow‑ups necessary to the successful implementation of automated systems in the section.
  • May oversee the work of other division staff.
  • Performs other related work (including weather or other extreme emergency duties) as required.

Minimum Qualifications

  • Associate’s Degree in Accounting, Business Administration, or closely related field.
  • Minimum of three (3) years’ experience in the operational support of solid waste and recycling programs.
  • Minimum of two (2) years in solid waste emergency operations.
  • Valid Florida driver’s license within 30 days of hire.

Knowledge, Skills, And Abilities

  • Knowledge of customer information and billing systems.
  • Knowledge of applicable policies, procedures, and ordinances.
  • Ability to exhibit strong, professional customer service skills.
  • Ability to communicate clearly, effectively, and tactfully, orally and in writing.
  • Ability to motivate others through training and recognition.
  • Ability to plan, assign, direct, evaluate, and oversee the work of assigned team members/staff.
  • Ability to establish and maintain effective working relationships with supervisors, associates, County officials, and the general public.
  • Ability to use personal computers and specialized systems required for the efficient operation of the Scalehouse.
  • Ability to perform research and analyze data using statistical methods and practices.
  • Ability to prepare and communicate information, either orally or in writing, in a clear and concise manner.
