Overview
Job Title: Financial Manager (4488-68) – Hamilton County, Cincinnati, Ohio. The Financial Manager oversees the fiscal operations of the Stadium and Parking Department, ensuring compliance with public finance standards, supporting strategic budgeting and forecasting, and fostering collaboration across County offices and external agencies. Through careful financial stewardship and data-driven planning, the role maintains accountability, transparency, and long-term sustainability for capital and operational programs. Responsibilities
Review and monitor the financial affairs of the Stadium and Parking Department; manage and prepare financial analysis and planning of operations; interpret complex financial data within legal requirements and strategic direction. Assist with strategic financial modeling; maintain funds, revenue, receipts, disbursements, and other accounts; conduct performance audits; review financial control and reporting systems (capital and operating budgets, rate studies, debt issuance, and financial planning). Coordinate with the manager, riverfront project executive team, Debt Manager, Budget and Strategic Initiatives, County Auditor/Treasurer/Prosecutor offices, Bond Counsel, and financial advisor on riverfront development, stadia and parking operations; interact with City of Cincinnati Finance Department and state/federal grant agencies. Assist in review and compliance with debt issuance, trust agreements, lease agreements, master developer agreements, and County cooperative agreements; maintain and review trustee accounts. Prepare annual budgets and financial forecasts for Stadium and Parking (including Paycor Stadium, Great American Ball Park, Parking, and Capital Improvement accounts); provide financial reports on revenue, expenses, and capital plans; input budgets and coordinate with Budget Office on financial studies and rate models; advise management on financial impacts of changes; support internal controls per GAAP; review parking projections quarterly and adjust reports as needed; develop and maintain a multi-year capital improvement plan for riverfront assets. Reconcile checks and wires; respond to audit requests; manage vendor invoices and tenant invoices; project tenant rent increases; generate parking reconciliations; manage property taxes; project parking counts and usage; perform annual reconciliations for sports teams’ parking; coordinate HR labor distribution changes. Support attendance audits for Paycor Stadium and Great American Ball Park; assist in audit processes as required. Attend regular meetings as scheduled; demonstrate regular and predictable attendance. Minimum Qualifications
Bachelor’s degree in finance, accounting, business administration, public administration, or a related field; and Two (2) years of professional experience in financial management, budgeting, accounting, or related discipline, including at least one (1) year in a supervisory or lead role; or equivalent combination of training or experience.
