The candidate will be responsible for designing, developing, and maintaining high-volume batch processes. The candidate would be responsible for ensuring the reliability and timely processing of financial transactions such as collections, disbursements, adjustments, and reconciliation. The candidate will leverage Google cloud platform (GCP) tools to re-engineer legacy mainframe batch jobs into scalable, cloud-native processes that align with modern best practices, identify repeatable patterns to scale/reduce time and compliance requirements. The candidate will collaborate with business analysts, data conversion specialists, QA teams and State subject matter experts {SME} to deliver accurate, secure, and compliant batch operations that directly impact the financial integrity of Child Support programs.
Key Responsibilities
Analyze existing legacy mainframe batch jobs and workflows to design equivalent batch process in near real-time model on Google cloud
Build cloud-based batch processes to handle high-volume data exchanges, including payment files, bank interfaces, and audit reports
Ensure batch processing schedules align with child support program needs for collections, disbursements, adjustments, and reconciliation.
Implement error handling, monitoring, and recovery mechanisms to maintain operational reliability and compliance with federal & state regulations
Support data migration processes by designing ETL pipelines that ensure accuracy and integrity of historical child support payment and account data
Partner with QA teams to design and execute tests for batch processes, including volume testing, reconciliation checks, and exception handling
Identify opportunities to simplify or eliminate redundant processes or recommend business transformation while ensuring compliance with Federal mandates
Qualifications
7+ years of experience working on complex projects with 2 or more years in a leadership role as a Developer
7+ years of experience developing and maintaining batch processing solutions for large-scale financial management systems
7+ year of experience with mainframe batch technologies (COBOL, ECL, DMS/RDMS) and experience migrating them to cloud-native platform
Preferred Qualifications
3+ years of experience as a batch developer on Integrated Eligibility Systems and/or Child Support Services systems
Experience addressing child support‑specific functions such as: Processing and reconciling State Disbursement Unit (SDU); Handling interstate payment transfers under UIFSA (Uniform Interstate Family Support Act); Managing federal offset and tax intercept batch jobs.
Maintaining sequencing and audit trails for child support disbursements and adjustments
Experience designing monitoring and exception handling for high‑volume, mission critical batch jobExperience with federal and state policies impacting child support distribution, reconciliation, and financial reporting
Bachelor's degree in computer science, Information Systems or related field
Experience using Google Cloud Platform (GCP) native batch and data processing tools such as Cloud Functions, Dataflow, Pub/Sub.
