General Manager – Materials Recovery Facility (Houston, TX)
A nationally recognized leader in waste and recycling services is seeking an accomplished General Manager to lead operations for a high-capacity, single-stream Materials Recovery Facility (MRF) serving the Greater Houston region.
This position is responsible for full P&L management, performance optimization, and safety oversight for one of the most advanced post-collection recycling operations in the state. The ideal candidate will bring a balance of strategic leadership and hands-on operational expertise across recycling, transportation, and maintenance functions.
Key Responsibilities
Provide executive oversight for all MRF operations, ensuring compliance, productivity, and environmental excellence.
Lead daily recycling, materials handling, and equipment performance activities across multiple shifts.
Manage full financial accountability for a multi-million-dollar operation, including budgeting, forecasting, and cost control.
Oversee a workforce of 100+ employees, including maintenance, production, and supervisory staff.
Ensure contract compliance and maintain strong relationships with municipal and commercial clients.
Champion a safety-first culture, ensuring compliance with OSHA, EPA, and internal environmental standards.
Drive improvements in throughput, recovery rates, purity, and uptime through process optimization and staff development.
Coordinate with regional and corporate leadership on capital projects, fleet and facility maintenance, and operational initiatives.
Develop and execute strategies to enhance overall facility performance, sustainability goals, and customer satisfaction.
Qualifications
Minimum 7 years of leadership experience in waste, recycling, or heavy industrial operations; prior MRF or post-collection experience strongly preferred.
Proven success managing a $25M+ P&L and leading large teams in high-volume production or recycling environments.
Strong understanding of single-stream processing systems, including optical sorters, conveyors, balers, and heavy equipment.
Skilled in budget management, safety compliance, and contract performance.
Bachelor’s degree preferred; equivalent operational experience accepted.
Excellent communication, problem-solving, and team leadership abilities.
