Position Overview The Illinois State Police is seeking an organized, results‑oriented professional to serve as a Public Service Administrator – Assistant Deputy Chief Counsel – Privacy, Ethics, Information & Discipline for the Legal Office of the Office of the Director. This is a Merit Comp position. This position communicates and interacts regularly with the Illinois Attorney General’s Office and various criminal justice partners and reports back to the Deputy Chief Legal Counsel. Manages a litigation portfolio on behalf of the Department as assigned by the Chief Legal Officer. Manages and directs activities of legal staff, participating in high‑level management discussions relating to Department operations. Reviews administrative rules, legislation, and laws. Serves as Assistant Deputy Chief Legal Counsel, drafting and reviewing legal documents necessary for the functioning of a major state agency. Counsels staff regarding work performance. Provides input to the Deputy Chief Legal Counsel on pending legislative proposals, administrative proceedings, and the handling of litigation cases. Prepares course outlines and materials required to conduct classes for cadets or existing sworn officers. Performs other duties as required or assigned within the scope of these duties.

Essential Functions

Serves as Assistant Deputy Chief Legal Counsel of the Illinois State Police, providing legal advice especially as it relates to privacy law, ethics, the Freedom of Information Act, the Open Meetings Act, subpoenas, and employee discipline.

Plans, organizes, controls and directs, individually and through subordinate professional and paraprofessional staff, the activities of the ISP legal team, especially as it relates to privacy law, ethics, the Freedom of Information Act, the Open Meetings Act, subpoenas, and discipline.

Serves as full line supervisor, assigns and reviews work; provides guidance and training to assigned staff.

Serves as Deputy Chief Legal Counsel during the Deputy Chief’s absence.

Provides legal instruction to sworn officers, especially as it relates to privacy law, ethics, the Freedom of Information Act, the Open Meetings Act, subpoenas, and employee discipline.

Performs other duties as required or assigned within the scope of these duties.

Minimum Qualifications

Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.

Requires possession of a license to practice law in Illinois.

Requires three (3) years in the practice of law.

Preferred Qualifications

Prefers four (4) years of experience with legal research and writing.

Prefer two (2) years of experience supervising staff and/or other attorneys.

Prefers two (2) years of experience actively engaged in courtroom practice as a licensed attorney.

Prefers one (1) year of experience with the administrative rulemaking process in Illinois.

Prefers two (2) years of experience with drafting and reviewing contracts as a licensed attorney.

Prefers two (2) years of experience handling employee discipline matters as a licensed attorney, including mediation or negotiations.

Prefer two (2) years of experience with applying the principles of the Freedom of Information Act or the Open Meetings Act within state government.

Prefer one (1) year of experience in the practice of privacy law as either a licensed attorney or certified privacy professional.

Conditions of Employment

Pass the Illinois State Police Background Investigation.

Pass the Illinois State Police Drug Screening.Requires a valid Driver’s License and the ability to travel.
