Summary Provides advanced grant management and financial management technical assistance support to remote Alaska Native communities with climate adaptation and community development engineering and construction projects. Co‑develops and implements grant and financial management policies, procedures, and tools with community staff and leadership. Provides extensive ongoing assistance and training to communities to achieve compliance with all funding agency requirements.
Responsibilities
Support communities in creating a systematic approach to managing grant funding efficiently and in compliance with all funding agency requirements.
Conduct grant and financial management assessments to identify areas for improvement.
Design and implement information systems, processes, and tools to increase community capabilities, knowledge, and efficiency.
Develop and maintain outstanding relationships with community staff and leaders despite regular turnover and unexpected challenges.
Work with community staff and leadership to develop and execute grant implementation plans.
Continuously monitor community grant status with respect to project scope, schedule, budget, and funder requirements.
Work closely with community staff to detect potential problems and complete deliverables before deadlines.
Act as a liaison between the community and the funder.
Facilitate community meetings, work sessions, and trainings regarding grant and financial management.
Assist with tracking, developing, reviewing, and/or submitting programmatic and financial reports to meet the reporting requirements of the grant.
Ensure restricted funds are managed following defined policies and procedures.
Assist with establishing contracts, sub‑awards, and other grant‑funded agreements and monitor agreements for compliance.
Assist with problem‑solving budget discrepancies, including budget revisions and carryover requests.
Respond to requests for grant‑related information as needed, including audit and grant monitoring requests.
Provide extensive technical assistance and training on grant management concepts, funder systems, forms, databases, financial allowances, expenditures, payment, and invoicing systems.
Provide guidance on CFRs, rules, regulations, and applicant/funder policies and procedures.
Assist with grant closeouts.
Perform other duties as assigned.
Qualifications

Knowledge of community infrastructure development in rural Alaska.
Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native Culture(s).
Knowledge of business English usage, spelling, grammar, and punctuation.
Knowledge of standard regulations and principles of grant programs.
Knowledge of 2 CFR Part 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
Knowledge of standard budgeting and budget analysis techniques.
Knowledge and proficiency in Microsoft Suite.
Skill in working independently.
Skill in assessing and prioritizing multiple tasks, projects, and demands.
Skill in working within deadlines to complete projects and assignments.
Skill in public speaking, meeting facilitation, and development of collaborative solutions.
Skill in establishing and maintaining effective work relationships with internal and external entities such as co‑workers, contractors, community leaders, and representatives from other organizations.

Minimum Education Qualification All: Bachelor’s degree in business, finance, accounting or a related field. Progressively responsible professional work‑related experience, education or training may be substituted on a year for year basis for college education.
Minimum Experience Qualification
Community Grants Manager I – Non‑supervisory: Two (2) years of grant management, financial or compliance experience. An equivalent combination of relevant education and/or training may be substituted for experience.
