We’re seeking a Critical Incident Program Manager to lead the design and implementation of the new statewide Critical Incident requirements under the federal CMS Access Rule. This role is vital in strengthening how Washington identifies, reports, investigates, and responds to critical incidents in Medicaid Home and Community-Based Services (HCBS). Your work will safeguard the rights of vulnerable Washingtonians, improve accountability and transparency, and ensure that care systems meet the highest standards of safety and equity. This is a two-year project position, funded through June 30, 2027, reporting to the Incident and Grievance Management Unit Manager in the Home and Community Living Administration (HCLA), Office of the Assistant Secretary. Professionals who bring: Abachelor’s degreein business administration, public administration, criminal justice, law, public health, health administration, or a related field, and at leastthree years of program development experience. OR At leastfive years of progressively responsible experiencedemonstrating: Project management skills, including scheduling, coordinating, risk/issue management, and community partner engagement. Policy and procedure evaluation, research, and informed recommendations to senior leadership. Strong facilitation, negotiation, and communication skills, both oral and written. Knowledge of program/project management tools and continuous improvement methods. Skills using data systems/platforms, conducting analysis, and developing data reports.
OR Equivalent experience may substitute for formal education year-for-year. Some of What You’ll Do
Lead the planning and timely delivery of critical CMS-required deliverables, including:
Defining and standardizing what qualifies as a Critical Incident statewide. Launching a new Electronic Incident Management System to track, investigate, and resolve incidents. Creating consistent statewide incident reporting requirements for providers. Strengthening data use across multiple sources (protective services, law enforcement, fraud units, etc.) to detect unreported incidents. Establishing performance standards, timelines, and reporting to ensure accountability. Designing processes to investigate incidents when other agencies do not resolve them. Developing standardized reporting requirements and performance expectations that demonstrate compliance with requirements. Creating and deploying a required system assessment process to measure reliability and transparency.
Provide expert counsel, analysis, facilitation, rule writing, and community partner engagement across HCLA, Adult Protective Services, Residential Care Services, Home & Community Services, and the Developmental Disabilities Community Services divisions. Develop risk assessments, audits, and performance reviews to ensure ongoing compliance and protect clients. Lead workgroups, facilitate community partner input, and present updates to executive leadership. Support the smooth transition of project deliverables into long-term operational programs within HCLA. Interested?
