The Office of Public Health is seeking a dynamic
Program Manager 3 (Revenue & Accounting Director)
to lead financial operations for a $365M+ portfolio of federal and state funds. This key leadership role oversees all revenue collection, accounting, and grants management functions to ensure fiscal integrity, compliance, and sustainability across OPH programs. The Director will guide teams responsible for fee collections, financial reporting, cost allocation, and grant oversight—driving efficiency, maximizing reimbursements, and maintaining audit readiness. Ideal candidates are strategic financial leaders who thrive in a fast‑paced environment, excel at collaboration, and are passionate about strengthening public health through sound financial stewardship.
Qualifications
Eight years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services;
Six years of full‑time work experience in any field plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services;
A bachelor’s degree plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services;
An advanced degree or a Juris Doctorate plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full‑time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties
Oversees all revenue collection, accounting, and cost allocation activities for OPH’s $365M+ portfolio of federal and state funds to ensure fiscal accuracy and accountability.
Directs the Revenue Collection Unit, including management of a third‑party administrator, bank reconciliations, and negotiations with payors to maximize reimbursements.
Leads the centralized Grants Management Unit to ensure compliance with federal, state, and local grant regulations, including 2 CFR Part 200.
Manages pre‑ and post‑award grant processes, ensuring timely federal drawdowns, accurate financial reporting, and alignment with state match and strategic priorities.
Develops and maintains financial systems, controls, and reporting processes to ensure audit readiness and effective collaboration with the LDH Fiscal Office.
Supervises and mentors multiple managers and staff, fostering professional growth and leading cross‑functional teams to enhance OPH’s financial performance and sustainability.
