Overview
DecisionPoint seeks a
Senior Developer (Survivor Portal)
to lead software development for the
Defense Casualty Information Processing System (DCIPS) Survivor Web Portal , a secure and isolated platform supporting survivors and families of fallen service members. The portal enables account creation, consent management, e-signature, event participation, and resource access while integrating seamlessly with the DCIPS Future ecosystem.
The
Senior Developer
will design, build, and sustain scalable, accessible, and compliant web applications across
AWS GovCloud IL2-IL5 environments , ensuring data integrity, user privacy, and system resilience throughout Agile release cycles.
This position is fully remote.

Duties & Responsibilities
The Developer, Senior (Survivor Portal)
will:
Lead the full-stack development of the
Survivor Portal , implementing modular, reusable code for portal features including
account creation, consent forms, and e-signature workflows .
Develop secure, responsive front-end interfaces
using modern frameworks (React, Angular, or Vue) that adhere to Section 508 accessibility and UX standards.
Integrate
RESTful APIs
and manage
secure, limited data exchanges
between the Survivor Portal and DCIPS Future while ensuring isolation and compliance with DoD cybersecurity mandates.
Implement authentication and
role-based access control
(e.g., SAML, OAuth 2.0) to support secure survivor access and identity management.
Build and maintain
serverless and microservices-based
back-end components in AWS GovCloud using technologies such as Lambda, ECS, and RDS.
Support
DevSecOps
automation, integrating CI/CD pipelines, containerization (Docker/Kubernetes), and automated testing frameworks.
Ensure portal compliance with
RMF, DISA STIG, and Zero Trust
security requirements.
Develop APIs supporting
event calendars, survey integration, and resource recommendations
per TOR feature requirements.
Conduct code reviews, optimize system performance, and troubleshoot integration or data validation issues.
Participate in Agile ceremonies—stand-ups, retrospectives, and sprint planning—to ensure iterative delivery aligned with stakeholder expectations.
Collaborate closely with UX/UI designers, data engineers, and DevOps personnel to deliver a high-quality, user-centric platform.
Contribute to
system documentation , configuration management, and release notes for version control and sustainment.
Qualifications
Clearance Requirement:
Must hold an active
Secret clearance .
Education:
Bachelor's degree in Computer Science, Software Engineering, or a related technical field.
Experience:
Minimum
7 years
of experience in enterprise web application or portal development.
Proven success developing secure, integrated systems in
AWS GovCloud or equivalent IL-classified environments .
Experience building
case management or user access portals
supporting high-security data environments.
Technical Knowledge:
Expertise in
Java, C#, or Python
and modern web frameworks (React, Angular, or Vue).
Proficiency with
RESTful API design, JSON, and data exchange standards .
Experience with
containerization, orchestration (Docker, Kubernetes) , and
CI/CD pipelines
(GitLab CI, Jenkins).
Understanding of
AWS services
(Lambda, RDS, S3, CloudWatch, IAM) and infrastructure-as-code (Terraform or CloudFormation).
Familiarity with
DoD cybersecurity controls , DISA STIG compliance, and RMF processes.
Experience integrating
third-party services
(e.g., DocuSign, survey tools, or analytics).
Certifications (Preferred):
AWS Certified Developer - Associate or Solutions Architect.
CompTIA Security+ CE (DoD 8570 baseline).
Certified Scrum Developer (CSD) or equivalent Agile certification.
Skills:
Strong analytical and problem-solving skills in secure, cloud-based environments.
Excellent collaboration and communication abilities across development, cybersecurity, and design teams.
Detail-oriented approach to code quality, documentation, and testing.
Ability to adapt quickly to changing technical and mission requirements.
