Supervise the HR employee relations team to provide consultation and guidance on HR programs, policies, and procedures to agency leaders, managers, and employees. Provide advanced professional HR consultation to HR consultants, managers, supervisors, and managers on broad HR programs including compensation, classification, talent acquisition, talent outreach, recognition, benefits administration, and employee relations. Coordinate, direct, and manage assigned programs ensuring adherence to all federal, state, local laws, and agency policies. Lead statewide team for assigned area(s) of responsibility, coordinate meetings to facilitate learning, information sharing, networking, and professional development. Develop, revise, and communicate policies, procedures, and documentation related to assigned programs and program guidance and enhancements. Qualifications
Ability to analyze data, reach logical conclusions, and counsel and advise managers and employees in HR issue resolution. Strong oral and written communication with internal and external customers. Experience in developing strategies to improve customer services, program efficiency, and effectiveness. Proven ability to supervise, develop staff, manage projects, and lead teams. Knowledge of Federal and State regulations related to HR functions, employee benefit programs, employee recognition and reward programs, employee relations grievance and mediation policies, human resources management principles and practices, and talent acquisition principles. Preferred Experience
Human Resources, Organizational Development, Public Administration, Business Administration, or related field. Experience administering HR programs and developing and implementing policies and procedures. Experience as a technical expert in employee relations field. Experience supervising staff, managing projects, and leading teams. PHR, SPHR, CCP, SHRM-CP, or SHRM-SCP certification or program management certification. Equal Opportunity Employer
