DOT Compliance Mgr Spire is seeking a
DOT Compliance Manager
to join our Human Resources team in either St. Louis or Kansas City, Missouri, or Birmingham, Alabama. This position is responsible for establishing a companywide U.S. Department of Transportation (DOT) compliance program and ensuring that the company complies with all applicable regulations under the DOT and the Federal Motor Carrier Safety Administration as well as all internal company related policies and procedures. The Manager, DOT Compliance will coordinate all compliance efforts across the organization, including Human Resources, Environmental, Safety, Risk/Insurance, Fleet, and Field Operations, ensuring all compliance related procedures and requirements are in place and completed timely and accurately. Duties and Responsibilities
Develop, implement, and manage an overall company DOT compliance program and maintain all DOT compliance related policies. Monitor company-wide compliance with all DOT regulations. Drive a company-wide project to identify and understand all requirements, determine current state, prioritize critical next steps, develop timeline, resources, and budget, implement, and measure status and success. Oversee and support processes across several internal groups within Spire with all applicable regulatory compliance requirements regarding DOT-related areas including: insurance coverage for fleet vehicles, driver qualification files, drug and alcohol testing program and records, accident reporting and record retention, vehicle inspection and maintenance, hazardous materials shipping documentation, driver and operation staff safety and regulatory requirements, and DOT training (driver orientation, annual refresher training, road tests, HazMat). Ensure compliance with the companys DOT regulatory requirements and determine functional ownership. Prepare for and lead DOT audits and internal compliance reviews. Oversee the process of preparing and filing including IFTA/IRP, MCS-150B, UCR (TK). Develop a companywide DOT dashboard to track and report compliance metrics and provide recommendations for continuous improvement. Research, understand, and partner with internal departments on implementing new regulations and ensuring compliance requirements are met. Skilled project management from inception to close with defined scope, resources, budget, timelines, and success measurements. Lead regularly scheduled cross-functional meetings to monitor and ensure companywide compliance. Present companywide metrics and performance to senior leadership as needed. Maintain knowledge of changes in federal and state transportation regulations. Research, review, and recommend systems and tools to maintain compliance. Support assigned resources by ensuring access to proper tools and training, and providing guidance and input on performance to department management. Special projects as needed. Indirect management of and delegation to several resources across the organization. Required Education (certifications, licenses)
Bachelor’s degree in human resources, business, transportation, logistics, or related field
REQUIRED . Required knowledge, skill and abilities
5+ years progressive professional experience leading and influencing indirect resources and managing programs outside of one’s own reporting relationship
REQUIRED . 5+ years of large-scale project management experience in DOT compliance, safety management, Human Resources, or related role
REQUIRED . Minimum of 10 years of progressive experience
REQUIRED . 3-5 years of experience with Microsoft Office Suite (Excel, PowerPoint)
REQUIRED . Extensive knowledge of project management techniques and ability to lead cross-functional teams from initiation through close
REQUIRED . Strong analytical skills with experience summarizing and presenting results. Excellent communication, leadership, and training skills. Knowledge of DOT and FMCSA regulations preferred. Experience conducting audits and investigations with discretion and professionalism. Experience with JJ Keller or other regulatory/safety vendors preferred. Prior experience in trucking, fleet, HR, or EHS a plus. Physical Demands, Environment and Schedule
Hybrid
Working hours typically 8 hours per day, Monday through Friday, with the option to work remotely 2 days per week after onboarding. Additional hours during peak periods and special projects. Work is performed in a shared office environment. Occasional travel required. Company Overview
