Metropolitan Development and Housing Agency (MDHA) Nashville, TN MDHA serves Nashville and Davidson County. Its mission is to create affordable housing options, support neighborhoods, strengthen communities, and help build a better Nashville. MDHA employs over 300 staff members, has a budget of $185 million, and houses approximately 30,000 people, primarily through nearly 8,000 Section 8 Vouchers and over 6,800 apartments, which are mainly Project-Based Rental Assistance (PBRA) units, at 39 properties. MDHA is a housing authority, a community development agency, and a redevelopment agency. Overview

The Senior Compliance Manager leads compliance operations across a diverse portfolio of affordable housing properties, ensuring adherence to HUD, LIHTC, HOME, PBRA, and other regulatory requirements. This role provides strategic oversight, supervises compliance staff, and collaborates with property management leadership, including third-party management companies, to uphold program integrity and operational excellence. Responsibilities

Leadership & Team Management Supervise compliance staff and conduct weekly team meetings to align priorities and address challenges. Monitor staff performance through quality assurance reviews and provide coaching and feedback. Approve time and leave requests, conduct performance evaluations, and recommend disciplinary actions as appropriate. Program Integrity & Fair Housing Review waiting list for accuracy and compliance and report findings to the Director of Compliance and Risk Management. Ensure efficient and compliant resident selection and screening processes. Uphold Fair Housing standards and ensure all practices align with applicable laws. Monitor compliance Regulatory Oversight & File Compliance Monitor tenant files and property operations to ensure compliance with HUD, LIHTC, HOME, PBRA, and other funding agency requirements. Oversee secondary review processes for tenant move-ins, income eligibility, and program qualification. Conduct and supervise periodic and annual on-site file audits and ensure timely resolution of findings. Third-Party Management Oversight Conduct quarterly compliance reviews of properties managed by third-party management companies. Provide feedback and technical assistance to third-party management teams to ensure alignment with internal standards and regulatory requirements. Collaborate with third-party managers to resolve compliance issues and prepare for agency audits. Recertification & Voucher Management Oversee the annual and interim recertification process portfolio-wide and ensure timely and accurate submissions. Prepare recertifications as needed in the absence of the property manager. Submit monthly TRACS vouchers and reconcile Housing Assistance Payments (HAP). Review and resolve TRACS discrepancies and voucher adjustments. Reporting and Strategic Collaboration Partner with Property Management Team to correct file deficiencies and prepare agency audit responses. Maintain a master compliance calendar to track deadlines for reporting and lease-ups. Review regulatory agreements prior to lease-up and ensure alignment with program requirements. Generate year-end building status reports and ensure completion of electronic reporting for tax credit properties. Provide detailed compliance reports to the Assistant Director of Property Management Operations to support investor and agency reporting. Qualifications

Bachelor’s degree in law, business administration, public administration, or finance, or closely related discipline (advanced degree preferred). Minimum 5-7 years of experience. Certifications include Certified Occupancy Specialist (COS), Specialist in Housing Credit Management (SHCM), Accredited Compliance Expert (ACE), and Novogradac Property Compliance Certification (NPCC). The role collaborates with internal teams, external partners, and stakeholders to ensure compliance with regulatory requirements, operating procedures, and processes. Regulatory/Technical Expertise The ideal candidate must possess a thorough understanding of relevant laws and regulations, including HUD, TIF, PILOT, LIHTC, HOME, and PBRA rules and regulations. A thorough understanding of Fair Housing Laws, Tenant Laws, and working knowledge/experience with HUD 4350.3 REV-1, Change 4. Proven experience conducting audits, managing compliance teams, and interpreting complex regulatory agreements. Proficiency in TRACS, HAP reconciliation, and electronic compliance systems. Resilience Proficiency in multitasking, demonstrated expertise in managing multiple complex projects, and adherence to all timelines and deadlines. Willingness, mental and physical ability to perform the duties involved in this classification. Software Management Skilled in Microsoft Word, Excel, PowerPoint, and other Microsoft software. Preference for Yardi experience.
