HUD Compliance Manager

— TRG Management, a premier property management company experienced with all types of housing, including subsidized, workforce and affordable, mid-rises, high-rises, luxury rentals, and single-family. Today we manage approximately 20,000 units across several states and our current management portfolio contains over 100 properties. TRG is looking for a HUD Compliance Manager to join the team. Responsibilities

Manage a portfolio of affordable housing communities that are layered with LIHTC and HUD. Process all monthly compliance reporting, including but not limited to: Monthly State, County Bond, and Local Municipality Reporting Monthly Voucher and Tracs Submissions Secure Systems Coordinator — Oversee all employees with Secure Systems access; review active employees monthly to ensure former employees are deactivated and review requests to grant appropriate access; EIV training / oversight; provide training to new and current employees on TRG Management Co. EIV policy and HUD EIV requirements; provide training and assistance in reviewing EIV reports to ensure properties are compliant; update EIV policy and forms as necessary. FTR oversight and monitoring — Review all FTR certifications prior to finalizing; aid in calculating and creating FTR certifications and repayment agreements; monitor all repayment agreements; review and approve monthly UA requests; review monthly UA requests and make corrections as needed; review site requests to return UA checks to ensure return is appropriate; review vendor aging to ensure UA accounts are reconciled; perform applicant overrides. Upon site staff request, review credit / criminal / landlord reports in Onesite to confirm applicant should be approved or denied based on current TSP and finalize application screening decision. Section 504 Reasonable Accommodations Coordinator — Review and assess requests as they are received; process all reasonable accommodation requests in accordance with fair housing regulations; review and respond to applicant appeals; review all application appeals and determine if denial can be overturned based on additional information; make all appeal decisions in a fair and equitable manner consistent with company policy and fair housing laws; provide appeal decisions in writing to the property. Review monthly HAP submissions — Monitor HAP submissions via Onesite to ensure accuracy and timeliness of reporting. Monitor TRACS data — Monitor TRACS database monthly to ensure accuracy and timeliness of reporting. Complete UA studies — Perform baseline UA analysis for HUD properties as required every three years; complete UA factor adjustments in non-baseline years; complete OCAF requests; submit all required forms annually to the appropriate monitoring agency based on each property’s renewal date. Oversee Gross Rent changes — Ensure Gross Rent changes are entered correctly and in a timely fashion; provide guidance to site staff on processing Gross Rent changes; notify tenants and obtain signatures when required. AFHMP monitoring and submission — Maintain tracking of AFHMP renewal dates; create and submit AFHMP for Section 8 properties in a timely fashion; follow up with HUD regarding pending submissions. Review FAS for affordable properties — Review all move-out FAS to determine if utility reimbursement information is correct; electronically sign and send all FAS requests to corporate office; review Vendor Aging reports monthly to ensure FAS information has been processed; request adjustments on Vendor Aging as needed; review AR & IR certifications as needed; visit properties monthly to perform random reviews of AR and IR certifications. Prepare and participate in MOR — Accompany and assist contract administrators during MOR reviews; correct all MOR findings immediately; provide appropriate response to MOR review. Subsidy ledger maintenance — Regularly review property subsidy ledgers to resolve issues; visit sites as necessary. Review resident files — Provide appropriate training and support to site staff as necessary. Other duties as assigned related to HUD compliance and property management. Qualifications

Experience with HUD compliance, LIHTC, and related affordable housing programs. Strong understanding of EIV, HAP, TRACS, UA, AFHMP, MOR, FTR, and FAS processes. Ability to train staff, interpret complex regulations, and implement policy changes. Excellent attention to detail and ability to work across multiple properties and states. Benefits
