About this Role The Managed Care Quality and Monitoring Division has an opening for a Health Program Specialist (HPS) II Under the Managed Care Monitoring Branch, Process Compliance Section, the HPS II is responsible for leading the development, interpretation, and implementation of policies related to Medi‑Cal managed care plans. The HPS II will serve as a highly skilled technical program consultant, performing functions where the level of expertise required is substantially greater than that of other nonsupervisory positions. This HPS II position exercises a large degree of independence in serving as the subject matter expert in corrective actions and other enforcement related to noncompliance with SB 1120: Health Care Coverage: Utilization Review (chaptered in 2024), and other programs, policies and projects as assigned across the managed care delivery system. The HPS II will lead efforts to resolve policy related escalation issues within PCS, which will involve engaging with multidisciplinary staff at all levels to assess and evaluate operational challenges, and facilitate effective solutions.

Responsibilities

Lead development, interpretation, and implementation of policies related to Medi‑Cal managed care plans.

Serve as the subject matter expert in corrective actions and enforcement related to noncompliance with SB 1120 and other programs.

Resolve policy related escalation issues within PCS by engaging with multidisciplinary staff.

Facilitate effective solutions to operational challenges across the managed care delivery system.

Qualifications Class specification. Minimum requirements and qualifications are detailed in the Class Specification. The applicant must meet the Minimum Qualifications stated in the Classification Specification(s). The HPS II will serve as a highly skilled technical program consultant. Experience in health policy, public administration, or a related field is desirable. Candidates are expected to demonstrate strong written and verbal communication skills, and the ability to analyze complex regulations and translate them into clear, actionable policy.
