DHCS is seeking a skilled, innovative, and strategic leader with experience in managed care and contracts to fill the role of Chief, Managed Care Quality and Monitoring Division (MCQMD). The Chief, MCQMD, is responsible for leading and overseeing compliance‑related activities for Medi‑Cal managed care plans (MCPs). Activities include partnering with health care professionals to develop and implement statewide MCP policies, processes, and change management efforts, as well as providing technical assistance and conducting risk analysis for audit and compliance programs related to MCPs. The Chief, MCQMD, also leads compliance efforts with state and federal managed care related statutes, regulations, and guidance, as well as contracts, including All Plan Letters (APL), and other related policy matters. Desirable Qualifications

Possession of a medical license is strongly desired but not required. Demonstrated experience developing and implementing managed care policies. Demonstrated knowledge of and experience leading managed care operations, including the clinical aspects of managed care. Demonstrated experience with dual eligibility. Demonstrated knowledge of policies governing MCP compliance standards. Demonstrated knowledge of health care delivery models, clinical workflows, and standards of care. Demonstrated ability to collaborate and communicate effectively across high levels of government, external organizations, clinicians, providers, industry associations, and members. Demonstrated knowledge of state and federal laws, rules, and regulations governing the state’s Medi‑Cal program as well as health care compliance standards and practices. Demonstrated experience in the planning, development, and evaluation of health care auditing, compliance, and/or surveying processes. Demonstrated ability to develop and implement changes to policy consistent with applicable laws, rules, and regulations. Strong leadership, interpersonal, and problem‑solving skills. Demonstrated experience leading multidisciplinary teams to achieve a common goal. Demonstrated experience leading change and transformation efforts within and outside the organization, utilizing excellent communication and change management strategies. Demonstrated knowledge of change management best practices and principles and experience applying them. Demonstrated ability to analyze complex issues and develop effective courses of action to solve them. Demonstrated ability to make planned and impromptu presentations before a group of individuals on diverse, complex, and highly sensitive issues. Benefits

A salary range of $14,536 - $18,740 per month is available for a licensed physician. The salary rate for a licensed physician is subject to negotiation based on the selected candidate’s qualifications and experience. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable. Application Instructions
