About the Department The Public Works Department of the City of Imperial Beach is responsible for maintaining and enhancing the City’s infrastructure to support a safe, functional, and attractive community for residents, businesses, and visitors. This includes the management of city facilities, parks, streets, storm drains, and public buildings, ensuring they are maintained to the highest standards of safety, efficiency, and sustainability.

The Facilities Supervisor will be instrumental in leading this mission, overseeing facility operations, supervising maintenance staff, and ensuring that all city‑owned buildings are functioning efficiently and effectively.

General Purpose Under general direction, to plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for the maintenance, operation, construction and repair of City facilities and custodial services; and to perform the more technical and complex tasks relative to assigned area of responsibility.

Distinguishing Characteristics This is a full supervisory level classification assigned to the Facilities Division of the Department of Public Works. The Facilities Supervisor reports to the Public Works Director and/or designee and is responsible for providing overall direction and supervision over all assigned maintenance workers assigned to the Facilities Division and is responsible for working with contractors as needed and/or assigned.

Duties

Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for the development, maintenance, operation, installation and repair of City facilities.

Recommend and implement goals, objectives, policies, and procedures for providing assigned services and activities.

Establish schedules and methods for providing assigned services and activities.

Identify resource needs and allocate resources accordingly.

Provide technical input for facilities maintenance and related projects and programs.

Prepare job estimates and establish priorities for work crews.

Perform routinely scheduled site inspections for purposes of identifying problem areas, unsafe conditions, concerns with contractor performance, and need for site improvements.

Schedule and oversee assigned contractors who are responsible for performing maintenance, construction and repair to ensure quality of work and compliance with City standards and specifications.

Interpret drawings, blueprints, and specifications at all stages of a project to determine layout, work sequences, and material needs.

Inspect and evaluate work in progress and upon completion, to assure that project activities are performed in accordance with City regulations, policies, standards, specifications, operating procedures and practices.

Oversee the accuracy and maintenance of time, materials, and equipment use records and reports.

Coordinate the set‑up and removal of equipment, tables, chairs, stages, etc., for special events and programs.

Monitor work sites and ensure adherence to safe work practices and procedures; and identify, resolve, and respond to complex work related or equipment operating problems.

Establish and maintain safety programs for assigned staff; implement related action plans; and respond to and investigate work related injuries and/or illnesses.

Participate in the selection of candidates; train and motivate assigned staff; evaluate the work performed by assigned personnel; work with employees on performance issues in coordination with Human Resources; implement discipline in consultation with Human Resources; and respond to staff questions and concerns.

Conduct routine site inspections of City facilities, as part of an overall City‑wide facility maintenance and asset management program.

Responsible for the maintenance, construction, repair and remodeling of City facilities, HVAC systems, electrical, plumbing, carpentry, paint, structural systems, interior and exterior surfaces, and roofing systems.

Assist the Public Works Director and/or designee in developing and implementing capital improvement plans for City facilities; and may oversee major capital building and repair projects.

Assist the Public Works Director and/or designee with budget preparation by accurately identifying material, supply and equipment requirements, and monitoring expenditures.

Direct the requisitioning and purchasing of materials, supplies, and equipment; and direct the ordering, receiving, storing, and delivery of materials, supplies, and equipment.

Responsible for the security of City facilities, i.e. burglary alarms and keys.

Inspect fire alarm systems for proper operation and use; and diagnose and resolve operational problems; coordination with fire safety contractors may be required.

Responsible for the maintenance, proper operation and use of the City’s electric generators.

Investigate and resolve maintenance requests, complaints and citizen inquiries pertaining to facilities; and ensure that emergency requests are handled expeditiously.

Attend and participate in professional group meetings; stay current with new trends, technologies, developments, and new or revised laws or rules in the field of City facilities maintenance and operations; and appropriately incorporate new developments into programs.

Operate modern computers, keyboards, printers, communication devices, office equipment, and other specialized equipment.

Execute detailed projects involving the construction and repair of wood and wood substitute structures, ensure precise fit and structural integrity including but not limited to constructing frames, rafters, walls, staircases, door, and window frames, and interior and exterior trims.

Install diverse types of carpets, linoleum, and/or tiles and calculate measurements to estimate material needs and the use of proper tools for installation and repairs.

Prepare surfaces to ensure a smooth finish.

Apply coatings to specified areas using brushes, rollers, and spray paint equipment, while ensuring surfaces are free from skips, runs, and drips.

Apply primer, intermediate, and final coats of various paint, lacquer, enamel, varnish, and shellac, ensuring match, texture, and appearance to meet finish requirements.

Paint, decorate, and refinish a variety of interior and exterior surfaces.

Install, troubleshoot, repair, and maintain electrical equipment, components, fixtures, and wiring.

Install new and/or replace worn or faulty switches, relays, and outlets by unscrewing or cutting wiring from connections, inserting replacements, and splicing, tightening, and soldering wiring to connections.

Install, modify, and repair plumbing systems. Determine equipment, tools, and parts needed for both minor and major plumbing repair projects.

Install, repair, maintain, and troubleshoot a variety of heating, ventilation, air conditioning, and refrigeration systems.

Manage the City’s HVAC building automation system (BAS) while balancing energy conservation and user comfortability.

Education:

High School Diploma, or General Equivalency Diploma (G.E.D.)

Experience:

Five (5) years of increasingly responsible experience in facilities maintenance and construction, including two (2) years of lead or supervisory experience.

Licenses, Certifications, and Other Requirements:

Possession of or ability to obtain, prior to employment, a valid Class "C" California driver's license with a safe, satisfactory driving record and able to maintain through the course of employment.

Possession of, or successful acquisition within 12 months of employment, a valid CPR and first aid certification issued by the American Red Cross and maintain throughout the course of employment.

Possess and maintain a valid International Municipal Signal Association Work Zone Temporary Traffic Control Technician Certification is required. If not possessed at the time of hire, then the ability to commence the process within 12 months of employment and completion within 24 months of employment, and after certification is issued the ability to maintain certification during employment.

Additional vocational or technical training in construction trades, ongoing professional development and training reflecting current industry standards and practices is highly desirable.

Journeyman License in any of the following trades: carpentry, electrical, plumbing, or HVAC is highly desirable.

OSHA 30 or 10-Hour Construction Safety Certification is highly desirable.

Forklift Operator Certification is highly desirable.

The employee may be required to work after regular working hours or work during irregular working hours to respond to emergency maintenance and repair needs.
