Systems Engineering Manager
role will manage a group of engineers that applies broad technical knowledge and skills in various scientific/technical disciplines. They design, analyze, plan, and develop major subsystems and small-scale systems. Systems are primarily in the RF Electronic Warfare (EW) business area that includes Radar Warning (RW), Situational Awareness, Interferometry/Direction Finding (DF), Electronic Attack (EA), as well as Self-Protect RF Counter Measures (RFCM) including on-/off-board systems. The candidates will provide leadership for key project segments and take responsibility for achievement of schedule and technical performance by all department personnel. The ideal candidate is a leader with a strong systems engineering background who takes a structured approach to development for project design, estimation, execution, and performance tracking. The individual must have a propensity to create designs and provide technical insight to ensure that designs achieve “best value” goals of meeting performance and life cycle requirements within allocated budget and schedule constraints. Responsibilities Define and deploy the strategic vision for the Systems Engineering group Manage the department resources across a wide variety of programs and IR&D activities Assure technical, cost, and schedule goals are met for each development effort Provide technical input and support for digital and mixed signal opportunities; including capture strategy, work breakdown structures, architecture, and costing. Drive the development & implementation of best practices for rapid design, development, integration, and verification Provide engineering expertise and leadership to achieve high customer satisfaction and performance objectives Manage talent, including recruitment, mentoring, training, and performance evaluation for proper resource availability and career progression Work with cross-functional engineering resources to ensure teams meet the product, business, and time-to-market requirements defined by the company Establish the budget for labor, capital, and maintenance for the group Contribute to corporate technology roadmap definition and IRAD strategies Proactively develop successors for organizational positions and work with team to ensure a robust talent pipeline and career development Foster effective relationships at all levels, to enhance and support a culture of learning, empowerment, and collaboration Qualifications Define top-level system architectures using functional elements of a system; RF amplification, antenna, power, mechanical, digital/analog, I/O, SW/FW Requirements development/management including derivation/decomposition Generate block/flow diagrams, interconnection drawings (ICDs), wire lists Conduct trade analysis, architectural studies, and performance modeling Generate models or simulations aiding in predicted performance for compliance Recommend, plan, lead, review, and identify risks for R&D efforts Integrate and test modules or subsystems in various laboratory or field environments Propose technical (re-) solutions and their impact on cost, schedule and risk Generate technical content for submission and/or briefing to internal/external stakeholders Innovate designs/processes to improve offerings thru participation or leading of customer funded projects or research and development (R&D) Differentiators: Familiarity with model-based systems engineering (MBSE) methodology (e.g. CATIA) Designed to and/or specified requirements for EW, radar, or communication systems Laboratory experience with test equipment (e.g. network analyzer, signal generator, oscilloscope, etc.) Minimum: Three (3) years’ experience as a Manager or technical leader of a large program Successfully held responsibility for budget & schedule allocation/tracking of a team or multiple large projects Five (5) years’ experience with requirements development/management including derivation/decomposition Twelve (12) years’ experience serving in an Engineering contributor role (e.g. RF or Systems Engineering) defining architectures using functional elements of a system; RF amplification, antenna, power, mechanical, digital/analog, I/O, and/or SW/FW Occasional domestic travel to support government/industry sponsored activities; industry-days, CONOP exercises, technical interchanges This position requires access to technology, materials, software or hardware that is controlled by US export laws. In order to be eligible for this position, you must be a “US Person” under US export laws (or eligible for approval under a U.S. Government export license) Ability to obtain and maintain a security clearance Preferred: Bachelor of Science in Electrical Engineering, Physics or similar degree from a four-year college or university Worked in the defense industry design Electronic Warfare systems Familiar with Model Based System Engineering (MBSE) Familiar with MS Project, earned value, and resource allocation Conducted trade analysis, architectural studies, and performance modeling Proposed technical (re-) solutions and their impact on cost, schedule and risk Integrated and tested modules or subsystems in various laboratory or field environments Generated technical content for submission and/or briefing to internal/external stakeholders Participated in customer funded projects or research and development (R&D) that innovated designs/processes to improve offerings Ability to develop/derive requirements for software/firmware from higher-level system specifications. Derived digital signal processing (DSP) requirements or algorithms for signal detection or classification Experience interfacing with and parameters of RF components; switches, amps, attenuators, TDUs, etc. Tracking of department key performance indicators/metrics Salary Range:
