Provides executive leadership in planning, directing, and implementing the City’s and SEDC’s comprehensive economic development programs. Oversees business attraction, expansion, and retention efforts; leads strategic initiatives to strengthen workforce, infrastructure, and community competitiveness; and promotes Seguin as a top destination for business investment and job creation.

Responsibilities

Provides executive-level leadership and staff support for the Seguin Economic Development Corporation in accordance with a Management Services Agreement between SEDC and the City of Seguin.

Develops, implements, and evaluates comprehensive economic development strategies and policies that support the City’s long-term growth and fiscal sustainability.

Oversees business recruitment, expansion, and retention programs to attract targeted industries, quality jobs, and investment to Seguin.

Serves as the City’s primary point of contact for existing and prospective businesses, site selectors, developers, and commercial real estate professionals.

Evaluates the development potential of properties and assists in the coordination of land use planning, zoning, and infrastructure improvements to support business growth.

Negotiates, structures, and administers incentive agreements, including Chapter 380/381 Agreements, Chapter 312 Tax Abatement Agreements, and Performance Agreements.

Seeks and secures state and federal grants, infrastructure funding, and other resources to advance economic development.

Leads strategic initiatives such as workforce development partnerships, childcare expansion, and coordination with educational institutions to strengthen the local talent pipeline.

Coordinates with local, county, regional, and state economic development partners to market Seguin and the region to domestic and international audiences.

Oversees the implementation of the City’s and SEDC’s Comprehensive Economic Development Strategy (CEDS) and related plans.

Advises the City Manager, City Council, and SEDC Board on policies, ordinances, and programs that encourage or facilitate economic growth.

Maintains current knowledge of relevant economic trends, laws, and regulations, and represents the City at regional, state, and national economic development meetings and conferences.

Directs the development and production of marketing materials, digital content, and public relations initiatives to promote the City and the SEDC.

Supervises and develops departmental staff to ensure alignment with organizational goals and high standards of performance.

Qualifications

Knowledge of economic development, public policy, financing strategies, workforce development, market research, data analysis, and marketing principles.

Skills in public relations, strategic planning, negotiation, organizational leadership, data-driven program evaluation, and effective communication.

Abilities to lead and motivate professional staff, manage multiple projects and priorities in a fast-paced environment, analyze complex economic and financial data, and exercise sound judgment and diplomacy.

Required Experience Bachelor’s degree in public administration, business administration, marketing, finance, economics, or related field, plus five years of professional experience in economic development (master’s degree may substitute for one year of required work experience), plus completion of a Basic Economic Development Course (BEDC).

Certificates and Licenses Valid Texas Driver’s License.

Salary and Benefits Starting Salary: $116,272. Position Will Close on 11/3/2025.
