MOS Codes 230X,43PX,67E,SEI12 Brief Job Description The position reports to the Pharmacist Director of DUR Formulary Management. The pharmacist I works under minimal supervision with considerable latitude for initiative and independent judgment. Responsibilities include coordination and maintenance of the Vendor Drug Formulary files including non-drug products and vaccines, Preferred Drug List (PDL) program, and Drug Use Review (DUR) program. Participate in weekly clinical review and assessment of new-to-market drugs as a clinical pharmacist with the PDL and formulary vendor. Perform consultative and technical work related to prescription drug programs for Medicaid, Kidney Health Care (KHC), Children with Special Health Care Needs (CSHCN), and CHIP. Develop and implement policies and procedures for prescription drug programs in compliance with federal and state laws and regulations. Provide pharmaceutical consultative services to HHSC staff, other government agencies, pharmacy providers, industry representatives, and stakeholder groups. Manage outpatient prescription claim processing and formulary management. Prepare the DUR annual report for CMS; oversee and analyze utilization reports; create and analyze ad hoc utilization reports; participate in online claims adjudication system enhancements and prospective DUR edits. Assist in administration and coordination of Medicaid, CHIP, KHC, and CSHCN prior authorization and prospective DUR programs. Coordinate DUR activities with contracted entities and participate in DUR Board activities. Serve as a liaison between contracted entities, Medicaid/CHIP contract groups, other agency areas, professional organizations, and state agency pharmacy personnel. Assist in preparation of criteria and standards used in the DUR process; assist as a hearing officer for the pharmacy appeals process. Attend work regularly and perform other duties as assigned by the Pharmacist Director. Essential Job Functions (EJFs) Manages the State PDL Program and Drug Use Review Program. Reviews, investigates, and develops prior authorization drug use criteria. Ensures the PDL promotes safe, efficacious, and cost-effective drugs. Analyzes drug utilization patterns and evaluates the PDL impact. Leads activities of the federally required Drug Use Review Board, including retrospective and prospective DUR and educational interventions for clinicians and other health care professionals. Approves new single-source drugs to the Vendor Program formulary. Evaluates therapeutic appropriateness for outpatient usage, establishes maximum quantity limits and prescribing edits. Monitors timely drug pricing updates per notifications. Manage and maintain the VDP drug formularies for Medicaid, CHIP, CSHCN, and KHC programs. Lead or participate in weekly clinical review with the pharmacy vendor. Coordinate with CSHCN, KHC, and CHIP to ensure consistent prior approval criteria and methodologies. Research pharmaceutical compendia and industry resources for clinical efficacy, safety, formulary coverage, pricing, and program economics. Provide technical pharmaceutical information on prescription drug use and prior approval criteria. Coordinate with contracted entities to ensure appropriate application of criteria and assist in developing educational interventions. Analyze, prepare, and interpret management reports and online claim data using data from the pharmacy operations vendor. Oversee the design and analysis of utilization reports. Serve as a subject matter expert (SME) on assigned projects to ensure accuracy, compliance, deadlines, and project completion. Provide data, research, and assessment support, technical assistance, and guidance to state offices on pharmaceutical pricing and related topics as needed. Assist the Director in planning and overseeing daily operations for the DUR Formulary area. Keep the Director apprised of pertinent issues. Serve as a resource for the pharmacy operations vendor. Perform related duties as assigned or required. Knowledge, Skills And Abilities (KSAs) Knowledge of extensive pharmacy practice, state and federal laws and regulations governing pharmacy, and Pharmacy Benefits Management in a managed care setting. Knowledge of Medicaid and CHIP outpatient drug program policies and procedures. Skilled in interpersonal communication, problem solving, and applying policies and rules. Ability to communicate clearly in writing and verbally; work with professionals under varied conditions; organize and oversee projects to meet deadlines; work cooperatively in a fast-paced environment; and develop clinically sound drug therapies. Registrations, Licensure Requirements Or Certifications Current license to practice pharmacy in Texas, in good standing with the Texas State Board of Pharmacy. Initial Screening Criteria Graduate from an ACPE-accredited School or College of Pharmacy with a Bachelor’s or Doctor of Pharmacy (PharmD). (Required) Current Texas pharmacy license in good standing with the Texas State Board of Pharmacy and with any other state where licensed.
