MEDS Analyst (Associate Governmental Program Analyst) – California Department of Health Care Services
Location Sacramento County, Sacramento, CA 95814. Hybrid telework available up to three days per week, in-person minimum two days per week.
Job Summary The Associate Governmental Program Analyst (AGPA) in the MEDS Process Unit of the Policy Operations Branch, Medi-Cal Eligibility Division (MCED) will independently acquire a working knowledge of Medi‑Cal statutes, regulations, and procedures. The AGPA will develop knowledge of the Medi‑Cal Eligibility Data System (MEDS), the state eligibility system of record to ensure its accuracy and help resolve incorrect information on MEDS. The AGPA will work closely with Enterprise Innovation and Technology Services (EITS). The AGPA will need to have good interpersonal skills, be adaptable, thorough, and possess strong analytical, written, and oral communication skills. The AGPA must be able to perform duties with minimal supervision and will exercise considerable independent judgment in making decisions and recommendations which have significant impact on the Department, the counties as well as Medi‑Cal applicants and members. The AGPA will develop a thorough knowledge and understanding of federal and state mandated Medi‑Cal laws and regulation, as well as remain up to date with the frequent changes occurring in the program. A strong working knowledge of PCs and software, including Word and EXCEL is needed and MEDS is desired.
Key Responsibilities • Acquire and maintain a working knowledge of Medi‑Cal statutes, regulations, and procedures. • Maintain and ensure the accuracy of the Medi‑Cal Eligibility Data System (MEDS). • Resolve incorrect information and maintain data quality in MEDS. • Work closely with Enterprise Innovation and Technology Services (EITS) to support system enhancements. • Perform duties with minimal supervision and exercise independent judgment in making decisions and recommendations. • Stay current with frequent changes in federal and state Medi‑Cal laws and regulations. • Utilize Word, EXCEL, and other software to support the MEDS program.
Minimum Requirements
Permanent civil service status or eligibility for transfer, reinstatement, or list.
Valid California state civil service examination or the eligible exam link for this classification.
Strong analytical, written, and oral communication skills.
Proficiency in PC software including Word and EXCEL.
Good interpersonal skills and the ability to adapt to changing priorities.
Minimum of 2 years of experience in a data system analysis or related role (preferred).
