Overview
The Utah Department of Transportation (UDOT) Structures Division is looking for a motivated and skilled individual to be responsible for the day to day operations of Utah's bridges and tunnels. This role oversees the effective and efficient implementation and management of the Bridge and Tunnel Inspection Program and the Bridge Load Rating Program in accordance with National Bridge and Tunnel Inspection Standards and Federal Regulations. The position provides written and verbal guidance and technical expertise, manages structures inventory databases and software used for management, inspections, emergency response, and load ratings, and collaborates with outside entities including FHWA and Motor Carriers on bridge/tunnel requirements, compliance, policy development, and process improvements related to oversize/overweight vehicle permits. It also involves improving inspection and data collection practices and may include emergency response planning, collision repair efforts, and structures maintenance training, collaboration, and procurement projects. Position requires occasional field work for bridge inspections and emergency response.
Responsibilities
Provide leadership to the Bridge Inspection Group Understand national bridge inspection standards Understand local bridge inspection procedures and practices Communicate professionally with local bridge owners and other stakeholders Manage supplemental inspection teams (provided by Consultants) Audit inspection practices and implement changes that facilitate improvement Schedule inspections to maximize efficiency Develop consistent, accurate, and efficient documentation of inspection findings Collaborate with bridge planning and project delivery to ensure inspection data is informative and clear for asset management and project decision making Support construction as needed to ensure initial in-service inspections are performed and decisions clearly documented
Principal Duties
Analyze information or data to draw conclusions Apply knowledge of engineering principles and interpret standard specifications and provisions Establish objectives and specify strategies to achieve them Speak clearly and effectively; listen to and understand information presented verbally Deliver presentations, training, or instruction to staff, management, clients, or the public Supervise others, assign work, conduct evaluations, train and develop staff, and manage disciplinary actions as needed Update design manuals and assist in inspections Discuss, review and interpret plans and specifications Analyze, summarize, review data; report findings and make recommendations Collect data and review research materials for accuracy and relevance Prepare technical reports, articles, or related material Coordinate with consultants or contract employees in contracted duties Monitor and evaluate contract performance and recommend corrective actions Design, develop, and conduct research projects with appropriate methodologies Monitor and evaluate operations for quality and effectiveness, recommending improvements
Minimum Qualifications
Be registered as a professional engineer (PE) in Utah Have at least four (4) years of engineering experience following licensure as a PE
Preferences
Background in structural design, load rating, inspection, construction, or maintenance is highly desirable At least six (6) years of post-PE experience Technical experience in bridge design, inspection and construction National Bridge Inspection certification
Knowledge, Skills, & Abilities
Knowledge of structural engineering principles, theories, and practices Knowledge of QC/QA processes in structural design Proficiency with state or agency software, spreadsheets, and structural analysis tools Familiarity with MicroStation and InRoads; experience with CADD Ability to use engineering data processing applications Ability to analyze information to draw conclusions Ability to gather information and evaluate against standards Ability to read maps, plans, blueprints, and schematics Clear and effective verbal and written communication Ability to ensure compliance with contract terms, policies, and procedures Ability to perform scientific and/or technical research Ability to write clear, concise technical documents
Supplemental Information
Typically, the employee may sit to perform the work; however, bridge inspections require fieldwork outside with safety considerations Employee may be reassigned to a different location as needed by the Region Director/Group Leader
