The Regulatory Compliance Laboratory Manager performs supervisory work in support of the Village’s Microbiology Lab, which is certified by the Department of Health under the National Environmental Laboratory Accreditation Program (NELAP). The Regulatory Compliance Manager also performs the duties of the Micro Lab’s Quality Manager as defined in the NELAP Standard.

The position requires an advanced understanding of specific aspects of the lab, and practical applications to problems and situations ordinarily encountered. The Regulatory Compliance Laboratory Manager sets objectives and delivers results with a short-term operational focus and tracks Wellington’s Utility compliance for permit requirements, analytical reporting, permit changes and renewals, and program development with the expected goal of complying with various mandated regulatory agencies (i.e. EPA, DEP, PBCHD, and SFWMD).

The position safeguards the health and welfare of users of the Village’s Utility services by means of submitting compliant data in a timely fashion to the appropriate agencies. Work is performed independently, under supervision of the Utility Director.

Essential Functions

Maintains and operates a certified microbiology laboratory including all required elements of the NELAP Standard

Performs bacteriological and chemistry tests of raw, potable, and waste water samples

Writes, revises, and maintains current Laboratory Quality Manual, Lab SOPs, and Field SOPs in accordance with NELAP Standard and DEP

Supervises and trains Field and Laboratory personnel and retains current ongoing training records for each as required

Conducts various internal audits and participates in biennial NELAP assessments as required to retain certification

Prepares reports in proper format for submission to regulatory agencies

Prepares graphs and spreadsheets for data management

Performs statistical calculations for determining precision and accuracy

Prepares departmental operating budget and monitors expenses to adhere to fiscal allotments

Maintains traceable documentation and current inventory lists of all supplies, media, standards, and reagents as required

Maintains lab and field equipment in working order and retains all calibration and maintenance records as required

Maintains records and logbooks for quality control and regulatory compliance

Collects, or supervises the collection of, necessary samples for the Water Treatment Facility (WTF) and the Water Reclamation Facility (WRF) in accordance with all regulatory rules and laws

Maintains current knowledge of applicable laws and regulations by reading professional literature and attending training workshops

Complies with all safety protocols

Interacts with customers concerning water quality matters

Communicates with other personnel and departments to coordinate work activities and maintains the schedule for required routine sampling

Manages sample submissions through subcontract laboratory courier or FedEx

Shares in responding to after-hours emergency call-ins for hurricanes or other critical events such as sewage spills and boil water notices

Maintains spreadsheets for tracking the timely submission of permit elements

Reviews new permits for analytical changes

Writes and revises Utility policies

Serves as a liaison between regulatory agencies and the Public

Regular attendance at work on-site is essential to maintain the necessary teamwork, personal interaction, and supervision that this position requires. Responds to emergency call-ins for hurricanes or other critical events

Supervisory Responsibilities

This position supervises all laboratory personnel

Minimum Qualifications

The NELAP Standard requires at a minimum of an Associate’s Degree in an appropriate field of science

A minimum of 4 semester hours in microbiology

2 years in environmental analyses with regulatory elements

Preferred Qualifications

Bachelor’s Degree in physical or natural science-related studies

3 years previous experience in a water quality laboratory environment involving sampling, analyses, and regulatory reporting

An equivalent combination of education, experience, or training

Certifications And Licenses

Must possess and maintain a valid State of Florida Driver License and the ability to drive a Village owned vehicle per established policies, procedures, and safety guidelines.

Knowledge, Skills, And Abilities

Knowledge of technical laboratory procedures

Knowledge of regulatory rules related to sample collection

Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department and organization specific software and ability to learn and become proficient in the use of other specialized software as may be required

Skill in the use of lab equipment and measuring devices

Skill in basic math including but not limited to adding, subtracting, multiplication, division, practical algebra, and mathematical statistics

Ability to multi-task while working with tight deadlines and shifting priorities

Ability to follow oral and written instructions

Ability to read, update, and maintain various records and files in numerical, alphabetical, or chronological sequence

Ability to effectively communicate (verbally and in writing) with residents, coworkers, supervisors, administration, and vendors

Ability to communicate during emergency situations effectively, promptly, and accurately or to avoid hazards

Ability to coordinate on an interagency basis and manage multiple aspects simultaneously

Ability to establish and maintain effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds

Physical Requirements Depending on functional area of assignment, tasks involve the regular and, at times, sustained performance of moderately physically demanding work and may require occasional lifting, carrying, pushing and/or pulling of heavy objects or materials (up to 50 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment.

Environmental Requirements Tasks are regularly performed inside and/or outside with potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances.

Sensory Requirements Tasks require sound and visual perception and discrimination. Tasks require oral communications ability. Must have manual dexterity and be able to perform repetitive motions of the wrists, hands, or fingers. Must be able to perceive color and depth. Tasks involve prolonged eye use and/or fine visual ability; computer work, reading text, visual inspections, or measurement devices. Must be able to follow visual cues or signals.
