This is a professional services position that plays a key role in the Maine DOE’s management and oversight of IT procurement. It provides procurement support to Maine DOE staff requesting technology services and goods. The position works and consults with Maine IT, the Office of State Procurement Services, and internal department teams and offices to ensure policy adherence and manage IT-related procurements through all stages of document approval. Work is performed under limited supervision. Representative Tasks

Perform internal agency oversight of the Maine DOE IT Procurement workflow including support of program area staff who are responsible for document creation and refinement. Perform analysis and documentation of various procurement tasks related to the acquisition of technology products and data systems and services for Maine DOE in accordance with the Office of Procurement and Maine IT policies. Organize Maine DOE IT Procurement document management to include, but not limited to: RFPs, RFQs, RFIs, contracts, contract amendments, vendor terms and conditions, vendor privacy policy, Data Use Agreements (DUA), Memorandums of Understanding (MOU) in accordance with Office of Procurement and Maine IT policies and practices. Coordinate Maine DOE RFPs and managing contracts, from a procurement perspective, for some Departmentwide IT investments. This includes the management and monitoring of expenditures of funds (payment of invoices) to stay in accordance with Department objectives and federal and state grant guidelines through the lifecycle of the asset or service. Consult and work with Maine IT and the Maine Office of State Procurement Services to assist in the coordination of staff to provide technical assistance concerning the contractual and funding process of each contract. This includes collaborating with Maine DOE program, procurement, and data and technology staff on identifying business needs, formulating and defining system scope and objectives, and ensuring Maine’s IT policies are included in all Maine DOE IT procurement documents. Track and prepare Maine DOE IT procurement information to assist departmental financial and program management at the enterprise level. This includes working with the Education Data and Data Systems managers to ensure alignment of the DOE Data and Technology and DOE IT Procurement portfolios and managing the calendar to proactively ensure compliance with requirements. Review, analyze, develop and present ideas for consideration by Maine IT and Procurement Services to improve processes and policy development. Prepare, review, edit, and draft Maine DOE contract riders, provider budgets, vendor information forms, and other contract documents to support contract writing submitted to the agency’s central contract management unit. Enter and maintain Maine DOE contracts in databases to track new contracts, amendments, modifications, budgets, and invoices and update funding lines and vendor codes. Recommend, develop, and provide modifications and improvements for Maine DOE competitive procurement documents and RFPs to ensure program needs are met in accordance with policy and procedures. Draft Maine DOE RFPs in collaboration with program staff and work with the central contract management unit to submit RFPs for publication to solicit offers from vendors and service providers, including reviews by Maine IT and the Maine Office of State Procurement Services. Collaborate with Maine DOE staff, Maine IT, and the Maine Office of State Procurement Services to coordinate required contracts resulting from RFPs. Knowledge, Skills, and Abilities Required

Ability to gather information from a wide variety of sources. Ability to organize work, set priorities, and determine resource requirements. Ability to assess, identify, and respond to employee training needs. Ability to prepare technical reports and documents. Ability to analyze issues, reach logical conclusions, and make sound decisions. Ability to establish and maintain effective working relationships. Ability to communicate effectively. Ability to write clearly and effectively. Ability to use applicable computer programs. Minimum Qualifications

Advanced education, training, and/or experience in contract administration, accounting, procurement, project management, financial management, or another related field and demonstrated experience coordinating multifaceted projects. Benefits
