General Definition Of Work Under the general direction of the Superintendent, the Director of Business Services is responsible for the financial management and oversight of the District’s fiscal operations. This includes budget development, financial planning, compliance monitoring, payroll backup, and reporting. The Director of Business Services ensures that district financial resources are managed responsibly and provides financial guidance to the Superintendent and School Board. This position oversees financial compliance and fiscal efficiency across all departments.
Essential Functions
Financial Planning and Budget Management
Develop and manage the district’s annual budget, ensuring alignment with district goals and financial sustainability
Provide budgetary recommendations and financial forecasts to the Superintendent and School Board
Monitor revenues, expenditures, and fund balances to ensure fiscal responsibility
Assist with levy calculations and long‑term financial planning for the district
Prepare and present financial reports to the School Board and stakeholders
Compliance and Reporting
Ensure compliance with UFARS, state and federal regulations, and district policies
Coordinate annual financial audits, including preparation of required documents and responses to audit findings
Prepare and submit state and federal reports ensuring accuracy and compliance
Oversee grant management, reporting, and financial compliance for federal, state and local funding sources
Upload information to MDE for MARSS, provide reports for Administrative Assistant
Financial Operations
Backup payroll operations while ensuring compliance with applicable tax laws and employment regulations
Monitor and manage district cash flow, investments, and fund allocations
Provide financial oversight for purchasing, accounts payable, and accounts receivable
Ensure proper financial documentation and recordkeeping
District Financial Oversight and Support
Provide budgetary guidance and financial oversight for operational departments
Assist department leaders in developing and managing budgets that align with district goals
Review contracts, bids, and financial agreements to ensure fiscal responsibility
Work collaboratively with the Superintendent and School Board to support financial planning for capital projects
Leadership and Collaboration
Advise the Superintendent and School Board on financial matters and policy implications
Maintain effective communication with district leaders, staff and community stakeholders regarding financial matters
Implement district financial policies and procedures, ensuring adherence at all levels
Support District Office personnel regarding financial operations
Additional Duties
Assist the Superintendent and School Board with contract negotiations
Participate in professional development to stay updated on best practices in school finance, accounting standards and regulatory changes
Participate in meetings as directed by the Superintendent
Perform other duties as assigned
Knowledge, Skills, and Abilities
Comprehensive knowledge of financial statements, contracts, labor negotiations, Minnesota Department of Education and Federal disbursement manuals
Strong knowledge of UFARS, school budgeting, and state/federal legislation/funding regulations
Knowledge of SMART system or a similar school finance system, MEGS and SEDRA is helpful
Knowledge of standard office equipment and financial software, spreadsheets, and reporting tools for budgeting, forecasting, and compliance tracking
Ability to understand and apply governmental accounting practices in the maintenance of financial records
Strong analytical, problem‑solving, and decision‑making abilities to support effective financial planning
Ability to establish and maintain effective working relationship with co‑workers, students, parents, and elected officials
Ability to manage multiple priorities, deadlines, and projects with accuracy and efficiency
Ability to work independently and collaboratively
Capacity to apply discretion and maintain a high level of confidentiality when handling sensitive information
Model district standards of ethics, confidentiality, and professionalism
Apply knowledge of school law and district policy
Maintain consistent, punctual, and regular attendance
Demonstrate knowledge of correct English grammar and usage
Maintain a safe and orderly working environment
Innovative, energetic, and positive approach to the job duties and responsibilities
Self‑motivated and able to accept constructive criticism to grow professionally
Education And/Or Experience
Bachelor’s Degree in accounting, finance, or a related field required – Additional certification in governmental accounting or school finance preferred
Minimum of three years of experience in finance, accounting, or business management, preferably in a school district setting
Experience with UFARS, MARSS, GAAP, GASB, and school district finance is strongly preferred
Special Requirements
Valid Minnesota driver’s license
Rate Of Pay $80,000 – $110,000 annually depending on experience and qualifications
