– Minneapolis, MN ERM is seeking a

Managing Consultant, Permitting and Compliance Specialist

to manage, oversee, and conduct environmental impact assessment and regulatory compliance for energy facilities and energy-related development projects across North America. Focus areas include energy-related operations and maintenance, capital development and compliance initiatives, including Federal Energy Regulatory Commission (FERC)-regulated projects, midstream oil and gas projects, electric transmission lines and renewable energy projects. Projects are fast-paced, multi-faceted, and geographically diverse, requiring technical expertise in compliance with federal, state and local air, water, waste, and National Environmental Policy Act (NEPA) regulations. The position requires the ability to work independently, manage projects and project teams, and handle varying priorities and multiple tasks. Ideal candidates will have experience overseeing environmental compliance on capital development projects, managing staff in a project setting, assessing environmental conditions and impacts, and strong technical writing and communication skills.

Responsibilities

Manage projects (single or multi-site) on time and to budget, including scope, delivery, budgeting, resourcing, planning, coordinating field and technical work, and managing health and safety and risk aspects.

Generate technical proposals and participate in business development; maintain client relationships to support repeat business; review project plans to assess environmental impact and regulatory scope.

Prepare siting and permit applications required by federal, state, or local environmental authorities for facility development, expansion, maintenance, or decommissioning.

Assist with the preparation of technical project documents, including writing, data tabulation, and production of hard copy documents aligned with technical background.

Collaborate with ERM practitioners to execute impact assessment and capital project permitting (baseline studies, EIA, routing studies, land planning, and permitting).

Prepare environmental plans (e.g., erosion control, storm water prevention, site restoration, spill prevention, and countermeasures).

Plan for and ensure compliance with project-specific environmental regulations at federal, state, and local levels.

Lead and facilitate relationships with regulatory agencies and external stakeholders on behalf of the client.

Oversee and contribute to quality assurance and quality control. Mentor junior staff in technical and consulting skills.

Travel up to 20% as required for project needs, meetings, training, or team activities.

Requirements

Bachelor’s or master’s degree in environmental studies, planning, geography, civil or environmental engineering, or related field; or equivalent experience.

4+ years of environmental impact assessment, siting, and permitting experience on energy projects, including consulting for private-sector clients.

Working knowledge of key environmental protection and energy facility development regulations (NEPA, Clean Water Act, Endangered Species Act Section 7).

Strong working knowledge of MS Office; experience with desktop and online studies, GIS, map interpretation (NWI, USGS, aerial photography).

Demonstrated ability to prepare concise and accurate technical documents; excellent interpersonal communication skills for staff, clients, regulators, and stakeholders.

Experience collaborating with federal, state, and local environmental regulatory agency staff to obtain permits and approvals.

Compensation and Benefits For the Managing Consultant position, the anticipated base pay range is

$90,000 – $104,175

(USD). Pay is based on factors including education, qualifications, certifications, experience, skills, geographic location, performance, travel, and business needs. Bonus eligibility may apply in some cases.
